Looks like the problem in on safeway's side, because I just used it on amazon before the safeway issue.
I haven't tried it at a Safeway in quite some time. Perhaps it's because Safeway doesn't support PBOC? I know Walmart does. The last time at Safeway it still did a fallback transaction over the Discover networking (or allowed a PIN-based debit style transaction.
