If it's not health insurance, then it may be that some European home owners' insurance policies may pay/reimburse hotel bills incurred abroad due to not being able to travel home for continued care when hit by health problems that manifested abroad.

In at least some parts of Scandinavia, the Scandinavian provider of the health insurance has paid for hotel bills at times. But I'm not sure if that is just limited to the hotel accommodations that are attached to some hospitals/maternity wards or if it's more than just that.

In the case of Tenerife (Spain), there is still internal debate going on over the H10 Hotel case as the Hotel’s Insurance company is involved also.
For now it seems that the state (local regional authority initially, but the main government may eventually contribute) will be forking out for this. But not the guests.

My husband has refused a job in the USA in April/May as we feel he/we would be particularly vulnerable to financial destitution there compared to his working elsewhere in Europe and East Asia.

An American living in China returned to the US with his daughter and they were in quarantine for some time. The bill came to the house of the guy’s mother and it amounts to something like $3500-5500. It’s not being covered by insurance from his employer in China. The majority of the cost was from an ambulance service.

To go domestically to quarantine in the US after arriving in the US under special assistance from the USG, but it wasn’t specified how the ambulance service charges broke down.

Does Trip Interruption Coverage cover cases like this?
For example, Chase Sapphire Reserve covers "Quarantine of You or Your Traveling Companion imposed by a Physician or by a competent governmental authority having jurisdiction, due to health reasons"

However... is there a distinction here between the words "quarantine" and what many countries are calling "self isolation"?

This is pretty absurd. Wondering about this. I'm heading to the St. Regis Maldives next and there's not a chance I'd agree to pay rack rate for a forced quarantine. In my next destination (SG), I could find a hotel at a reasonable price and deal with that. Andaz + 2 TSUs wouldn't be the end of the world. I'd ask for my drink tickets to be stocked up for future use haha — especially if I can negotiate a few concessions on the rate and on room service discounts.

The word ‘imposed’ is your clue.

Imposed = Involuntary = Insured

Self-Isolation = Suggested Advice = SOL! (No Cover)

Nothing suggestive about self-isolation. You're fully forbidden from not following the "suggestion" at risk of prison time, fines, deportation, etc.

When a government orders imprisonment, they provide the basic means of survival (at least in most places). Prisoners can earn some extras through prison labor.
