If it's not health insurance, then it may be that some European home owners' insurance policies may pay/reimburse hotel bills incurred abroad due to not being able to travel home for continued care when hit by health problems that manifested abroad.

In at least some parts of Scandinavia, the Scandinavian provider of the health insurance has paid for hotel bills at times. But I'm not sure if that is just limited to the hotel accommodations that are attached to some hospitals/maternity wards or if it's more than just that.
