That doesn't bother me because they are given a special designation. H1, H2, etc. The kicker for interstates like 17, 27, and 37 is that there is a stated rule for interstates that are contained inside a single state: they have three digits. 17 Should be 115, 27 should be 125 and 37 should be 135.

There is a rule for the 3-digit interstates. They are spurs or loops on existing. Even numbers are supposed to be loops and odd numbers spurs. The one main exception I know of is 495 in NY which is a spur out into Long Island rather than a loop.
