On a WAG, I think it will probably take two years from implementation before tangible results attributable to the program are noticeable. The Chron.com article states that they will continue to use the old Capital Improvement Plan until the fund has collected enough to begin paying out.
The Mayor/City Council still have to hash out the fine print of an ordinance. Also, the Mayor indicated that she wanted to have an advisory board in place to prioritize infrastructure/drainage projects by need.
However, once the shovels get broken out, I would agree that no significant improvements within two years would render the plan pretty pointless.
I'll agree that there's not really anything you can do after a 12" tropical storm downpour. I don't think any past, current, or future plans have ever envisioned total flood-prevention. However, I know of too many streets/intersections that flood out or have red blinking stoplights after just an inch or two of heavy rain. That sort of downpour happens all the time.
The part about money for capital improvements being diverted to other places just reinforces my point from yesterday. It is easier to prioritize/monitor expenditure of a dedicated fund than it is to lobby that a significant portion of general expenditures be allocated to a specific purpose. This is especially true when hundreds of other interests are lobbying for general expenditures for other purposes.
Chron is citing Councilman Costello as stating 15-20% increase. Sounds like he's giving different numbers to different outlets.

Oh dear god. I may actually consider the 2012 Ford Focus Titanium. It's aimed at people who are down sizing from Accords by won't compromise on what you get in Accords. It may cost as much as an Accord but not a full sized car. Could I survive the thought of "down grading" from an Accord instead of upgrading to an Acura?
