I'll see what happens when the time comes (March 2019). Having made around $3M+ local spending on this card in the recent 12 months, if they make me pay an extra year I'll still have to fork it out....
In the meantime I'll apply for the BEA $5=1 mile card.

This is not accurate. Don’t just read the the revised language of the Notice. You need to read the email body and/or the full text (link was already provided up-thread) of the covering letter that Citi has published on their website. The relevant text is as follows:
“Principal Cardholders who apply for the Citi Prestige Card on or before November 30, 2018, will continue to enjoy an Annual Membership Fee of HK$2,500 until further notice.”

Maybe they want to get as many people to sign up now before the fee hike? And then whatever new benefits there are, will only be for those paying a higher annual fee, and they'll announce on 1 Decmber. I'm being optimistic, but expecting the worst.

On the first day of promotion (Aug 1), I spent while I was in the US. Because of time difference, the receipt showed July 31 but it was actually Aug 1 4am HK time. Stan Chart claims that they only recognize the receipt - not physical - date/time. Yet Stan Chart agrees that its terms and conditions are not clear on this point, so they will look into it for me further.
Has anyone had experience with this issue before?

Maybe you can ask them whether they would take the same position if you're spending was in a time zone that is "earlier" than HK, eg,Australia. Or if you were trying to catch the very end of the promotion and used your card a few minutes before the deadline in the US which would effectively be many hours after the deadline in Hong Kong.
If they maintain that they only look at the date stamp on the physical receipt then they should at least be consistent.

It's whatever time that's the merchant reports on the transaction. Apple for instance always make theirs on shipping day, not order day.
