CX Manila NAIA Relocates to Terminal 3

Wonder if anyone know the turnaround (i.e CX-CX transit) procedure at the new terminal.
I have do this a number of times in the previous terminal which was quite straight forward - just walk up the stairs.
However, I was told by my sister that she was escorted to clear immigration into Philippine, and clear again to exit Philippine. I have another friend telling me that he didn't.

T1 was a dump but at least it worked...T3 (in my experience) is worse..>>
Having used T3 maybe half a dozen times the last few months: I found that traffic in/out of T3 is much worse if you arrive during normal hours. Last time was a 1 hr plus wait for a coupon taxi (@ 450 peso, which is already a premium over a regular taxi).
Entering the airport terminal from outside is much more crowded also and the queue is much worse than T1 due to that preliminary baggage scan. There are touts who can get you through faster (essentially cutting the line) for 400-500 peso asking price (lol...negotiable. I told him he was nuts for asking that much).
Yes, the lounge is nicer but I don't fly for the lounge, i fly to get in and out of the airport as quickly and hassle-free as possible.
Not terminal related but the BEST new feature is that there's no more of this 550 peso departure tax..they're finally just including it in your ticket...saves you some time.
As an aside, the CX counter staff told me they prefer T1 also, I assume due to transport options for them getting to and from work.
Entering the airport terminal from outside is much more crowded also and the queue is much worse than T1 due to that preliminary baggage scan. Wife and I are heading to the Philippines in June/July. Was wondering if someone can assist with our flight terminals. I would assume less than a year after this, CX is still at Terminal 3. Their website indicates so at least.

We arrive HKG-MNL on CX.
Then looking to go to CEB via either CebuPacific Air or Philippines Air.
Next to Busuanga (USU), but that requires going back to MNL (ugh..).
Then USU back to MNL.
Lastly we take Korean Air home.
So according to the wikipedia page for MNL airport, does anyone know if this would be inaccurate?
T1 Korean Air
T2 Philippine Air to Cebu
T3 Cathay Pacific, Philippine Air to Busuanga, Cebu Pacific Air to Busuanga, Cebu Pacific Air to Cebu (on actual 5J flights only!)
T4 Tigerair Philippines (possibly codeshare with Cebu Pacific) to Cebu
We want to avoid terminal changes as much as possible before booking flights. Only 2 mo away, so hopefully nothing will change by then...
If we stick to getting to/from Cebu via Cebu Pacific Air (can check flights on their website to avoid Tiger Air ones), then Busuanga seems to always run through T3 as well, the only way we'd run into a terminal change is when we head home via KE. Right?

Philippines Air to Cebu at T2 - you would be flying PAL Express.
KE is at T1 - change of terminal on your way back.
This is not commonly known but to change terminals there is a bus that goes between the terminal and it do not go outside in traffic - it stays within the terminal. It travels on the inside ramp of the airport- that saves a lot of time.

Pacific Lounge is acceptable - similar to what CX had in terminal 1. Hopefully their own lounge will be good, with a 1st section.
What they also need to fix is boarding in Manila. The line of pre-boarding on May 1 had close to 70 people. I understand wheelchairs, and little kids, but families numbering 6 or more with Kids who looks 10 to 12 all "pre-boarding". Lot's of adults with no apparent reason for pre-boarding.
This happens regularly on Manila departures. Also, on terminal 3 I am yet to find the APEC line manned.

Transit in NAIA T3
So apparently there is a transit counter at the far end of the immigration hall... you come off the plane and walk to passport control, to the left of the passport control there is transfer which I believe leads back to departure.

Hands down the worst thing about this terminal is the long taxi waits on arrival. A distant second worst thing is the wait for the preliminary baggage scan at the outer door, often standing in the blazing hot sun.
