CX Manila NAIA Relocates to Terminal 3

The relocation has happened
And, I'm not so sure it was a great move to T3. On arrival, there are no airport yellow taxi's, unlike T1. Everytime I ask, they say its "traffic" but there were always airport taxis on arrival at T1. So, you can wait over 30 minutes for a taxi... or pay more for a fixed price taxi.... Not so sure the airline factored this into the passenger experience. Also, on departure, the Diplomat/APEC lane at emigration is used by everyone. Another delay not experienced at T1. The airline needs to takes steps to address this with Emigration. Have not used the CX lounge at T3 but I have used the SQ lounge at T3 and its Temporary and a poor experience as well..

Traffic right now in Manila is a nightmare. There is currently construction going out to the airport that will eventual connect the Skyway to all 3 terminals, until then DPWH is recommending alternate routes to take to and from the airport, and advises to allow more time than usual. First section scheduled to be completed to the new T3 is scheduled to be completed in 1st quarter 2016. Until then, I think the taxi situation may not get any better. YMMV.

"As the construction of the 7.15km Ninoy Aquino International Airport Expressway in Pasay and Paranaque hits full steam, the Department of Public Works and Highways is advising motorists to use EDSA and Roxas Boulevard when going to and from the airport.
The DPWH has issued the advisory as it anticipates that the expressway's construction will hamper the flow of traffic along Andrews Avenue, Domestic Road, MIA Road and Diosdado Macapagal Boulevard.
Work on the planned four-lane elevated expressway is reportedly at 10% and is being done in two phases, with Phase II-A between the planned PAGCOR Entertainment City and NAIA Terminals 1 and 2, and Phase II-B from Domestic Road to Terminal 3 on Sales Street where the NAIA Expressway will connect to the Skyway system.
Although DPWH secretary Rogelio Singson has advised project proponent San Miguel Corporation to manage the traffic situation along the road networks affected by the construction, he hopes that "motorists and commuters will also plan their trips, be aware of the traffic conditions leading to the airport, and take other route options."
The DPWH projects that around 80,000 travelers will benefit from the reduced travel time to the airport, which the NAIA Expressway hopes to provide once it opens as scheduled in October 2015."

They are indeed open, but once you get off the Skyway exit ramp and onto Sales/Andrews, there is heavy construction ongoing, so depending on the time of day, expect heavy traffic, backing up all the way to the Skyway off ramp. They are currently constructing the support columns for the new part of the Skyway right in that area.

Wife and I are heading to the Philippines in June/July. Was wondering if someone can assist with our flight terminals. I would assume less than a year after this, CX is still at Terminal 3. Their website indicates so at least.

We arrive HKG-MNL on CX.
Then looking to go to CEB via either CebuPacific Air or Philippines Air.
Next to Busuanga (USU), but that requires going back to MNL (ugh..).
Then USU back to MNL.
Lastly we take Korean Air home.
So according to the wikipedia page for MNL airport, does anyone know if this would be inaccurate?

T3 Cathay Pacific, Philippine Air to Busuanga, Cebu Pacific Air to Busuanga, Cebu Pacific Air to Cebu (on actual 5J flights only!)
T4 Tigerair Philippines (possibly codeshare with Cebu Pacific) to Cebu
We want to avoid terminal changes as much as possible before booking flights. Only 2 mo away, so hopefully nothing will change by then...
If we stick to getting to/from Cebu via Cebu Pacific Air (can check flights on their website to avoid Tiger Air ones), then Busuanga seems to always run through T3 as well, the only way we'd run into a terminal change is when we head home via KE. Right?

Not to go too OT from a thread on NAIA terminals, but I didn't think any MNL flights had guaranteed F. So if you're booking solely for that, prepare for the possibility (probability?) that you'll end up in regional J.....

Wonder if anyone know the turnaround (i.e CX-CX transit) procedure at the new terminal.
I have do this a number of times in the previous terminal which was quite straight forward - just walk up the stairs.
However, I was told by my sister that she was escorted to clear immigration into Philippine, and clear again to exit Philippine. I have another friend telling me that he didn't.
