ba.com/helpme one stop shop on BA.com giving lots of advice and pointers to where to claim expenses.
For EC261, delay/cancellation compensation is not payable for this event but BA is still liable for the Regulation's “Right to care” provisions. Refreshments can be claimed after 2 hours of delay departing (3 hours for flights longer than LHR-Rome, 4 hours for longhaul), £200 guideline for hotels - OK to book your own and charge back. £50 guideline for taxis. Meals, drinks and communication costs are also covered. Keep / photo receipts. If on a Buy on Board aircraft, use Avios to buy items - it will be faster to refund. For missing baggage, it's OK to claim essential items, such as clothing, toiletries. Keep / photo the receipts.

Your understanding is correct. We have now been on the tarmac for three hours and are still awaiting de-icing.

How long can a long haul flight of 11 hours remain waiting for de-icing before the crew are out of hours. More or less than 3 hours?

They do De Ice at the gate, had it on a flight at the start of this year in T5, but they didn't start until the doors were shut and we were ready to go.

Runway conditions and also strong winds are also adding to the delay, it's not purely de icing.

In fact Eurocontrol are advising High delays on arrivals all afternoon due to Weather and Snow.

A couple of weeks ago we had a delay after landing of nearly an hour due the gate at which we were due to arrive being deemed unsafe due to the previous aircraft having been de-iced there causing the pad to be too slippery for the ground staff to use... .

absolutely. I am not too far west of Heathrow and there is hardly any wind here. The snow is coming down almost perfectly vertically into my garden.

I imagine they know what they're talking about, also you've made the classic passenger mistake that everything is solely based off the reported weather at the airfield. The winds at 2k,3k,4k,5k,6k can be a hell of a lot faster than what is on the ground. To give you a clue, about 10 days ago, Heathrow was reporting a nice westerly wind at 15 knots, pretty much straight down the runway, However approach controllers were having to deal with a crosswind of over 70 knots between the northern stacks (holding patterns) and final approach.

There's a Met Office yellow warning in force for wind, in addition to the one for snow.

One of the difficulties for LHR may be that the extent of the snow appears to have been a late change. Even late yesterday evening the area of the yellow warning for snow did not extend as far south as the London area.

How long are you waiting for a de-icing truck at LHR today?

BA193 LHR - DFW - 3hrs

We were No.20 in the queue.
Only 1 de-icing truck per aircraft being used due to the backlog.

I imagine they probably are using them, however I might be wrong here, there will need to be quite some communication between Pilots / ATC & De Icers so that the de icing doesn't expire whilst waiting to depart. There is only a limited shelf life of the de icing fluid before it becomes defunct and they have to go around again.

Add in Heathrow on a nice day from T5 to 27R/L can be between a 15-20 taxi and then maybe a further 5-15 minutes at the RHP waiting to depart, it needs to be carefully choreographed.
