A valid Company is required. You by the way can not use "affiliate" Company ID's, that will cause some trouble since the reservation must be made thru an authorized Account from the Mother Company. Just stick with the rules.

Where does it say you have to use an authorized account from the company to book the reservation?

The rate is the same across the board and is based upon per diem for the area. The rules for using that rate vary among the chains. Hyatt hotels rarely ask me for government ID but Hilton are much more strict.

Are govt rates typically open to contractors with a Government ID -- I think it generally varies between chains

It does vary but most say they cannot be used by contractors. Sometimes there are government contractor rates in addition to the government rate.

For example, at the GH San Diego for June 16th (random date) there are the following rates for a double bed room:
Cali. state GOV: $110
Fed GOV: $133
Fed contractor $150
AP BAR $195.65
AAA $206.10
AAA breakfast $206.10
BAR $229

My company is a government contractor and we are specifically told we can use the rates. I have confirmed this when calling customer service. Apparently, they keep a list of contractors who are able to get the rate. At some hotels, it's better than the lowest available rate, at some it's not.

If I used the IBM corp code (13717) for a hyatt in chicago, could I check in online the day of then get my room keys from the check in kiosk without having to go to the front desk?

That should work.

Or just do it at the front desk. Your chance of problems is approximately zero.

If they ask, depending on your morals, you could always say that your company was just bought by IBM.

Comments on the morals of this are probably par for the course, but not likely to change anyone's opinion.

Yeah. I wouldn't use it but you could make the reservation and cancel if it isn't the rate you want.
