"This is not a Boarding Pass" - What is required for international online checkin?

Thanks again for the detailed info. I double checked and this is what I found.
The email text says - "Airport check-in required..."
The attached pdf document text says -
"You are checked-in, but we are unable to provide any
boarding passes for your itinerary via united.com.
Here is how to obtain your boarding pass(es)."
I'm guessing it means that they have marked the pax as "checked-in" for seat count but not for boarding pass issued.

Got this on an award flight from CDG to SFO. Turned out to be "SSSS" and I was screened again at the gate. This is the second time I got SSSS on international flights returning to the US. I have Global Entry and usually get TSA Pre. Guess from time to time they need to confirm that I am still a traveler in good standing

Since I practically stopped flying UA internationally , I have noticed that this is very much a uniquely UA problem , which they don't care about fixing . I've contacted 1kvoice in the past lots of emails etc about this , nobody cares .
Since then I have seen able to on line check in on flights departing from the U.S. Or going back from these carriers
SWISS
Singapore
Lufthansa
SAS
Do yourselves a favor and stop giving money to mediocre operations . United is crap. I have screenshots and PDF examples of Bp issued by other carries ex US international

I honestly think he could tell I wasn't angry at him or trying to be difficult - just exasperated and tired of the drama that is UA - especially at IAD - these days... I was always respectful and courteous - but he obviously knew I wasn't happy as he went through my shaving kit and I watched all the people walk by the inspection room that don't realize that a wallet counts as an object in their pants....

For me lately has happen on all international inbound flights with United. A couple of months from MEX and last week from BOG (also got the "SSSS"). Have an other international flight next week, if this happens again, definitely there is something broken with UA's IT system

INTL flight boarding pass issues and TSA-Pre and GE
I know there are threads on not getting a boarding pass, but I can't get the search engine of google to find them.
I've had issues before with travelling to countries with VISAs- even after UA has seen my passport and Valid visa for that country.
Happening again for flights tomorrow. App won't let me check in, online lets the process go but won't send or print and I get an email about having to check in in person.
I call UA to see if they can unstick it.
-Oddly, they can't figure out why it won't issue a BP.
-In retrospect, they said that Global Entry was somehow relevant? For an outbound INTL trip? They said something about a re-dress number, but I have a Known Traveler number, but have never gotten a redress number AFAIK.
-They thought it was odd that they could get to see that I was pre-check approved, but the BP wouldn't go thru.
They said that a VISA country flight shouldn't lock me out of getting a boarding pass, but they couldn't see why I wasn't getting thru.
I almost feel like there is a secret squirrel hold of some sort? They didn't say so, but I could tell by their answers, that they didn't want to offer an answer. The GE comment I thought was odd, it's an outbound flight, not an inbound.

The agents don't know why it doesn't work. You pressed for answers so they dug around and came up with something. Maybe it is true but probably not. Expecting them to figure it out, however, is likely the first mistake.
The reservations agents are generally pretty good about figuring out how to book a reservation. Everything else, not so much.

All trips that require a visa do not issue BPs in my experience.
UA doesn't save visa information in their computer so before they issue you BPs they must see the actual visa to verify that it's still valid. It's hard enough getting UA to store passport info
This is why when you check-in at a kiosk or anywhere else at the airport they simply glance at the expiration date on your visa and then the agent clicks "approved" or whatever on the kiosk to continue the check-in process.
I have had the same issue with Brazil a few times this year and have had to get BPs at the airport each and every time even though a Brazil visa is good for 10 years and I only got it this year.
