I travelled LHR-IST last month and was booked in Y on the 11-ish AM flight operated by a 777 (later subbed to a !330). When I arrived at LHR T2 there was a sign up about upgrades available for £150 but it had specific flight numbers, which mine was not included. I thought i'd ask at the ticket desk anyway and the ticket agent was very pleasant, said yes there are seats left in Business Class and it would be £864 to upgrade. Errrrm thanks but no thanks lol.
It was my first time on TK and I actually found Y very comfortable, food and seating good so I wasn't disappointed.
On the return IST-LHR sector I did book business as the fare difference was only around £120 at the time of booking over Y and it was a nice experience (i travelled on the A330-300).

Asked about cash upgrades on TBS-SAW this past week at check-in. They directed me to the ticket office (another counter) off to the side ... they quoted 150€ for that leg. I declined as it's only a 2-hour flight, and its a good thing I did, because on boarding I realized the 737-800 "business class" was standard coach seats with the center seat blocked off. I had never seen this configuration before on TK as I've only bee on A321's intra-europe with traditional TK business class recliner seats. Lesson learned to check into that for next time!

Maybe a bit too late to post. But was offered an upgrade to business on DAR-IST for $200 at check in Oct 2017. I accepted, that's a fantastic price for a close to 8 hour flight, though a narrow body. He said I would be served standard economy meal though, since they didn't have enough business class meals. I did see he had a note with various hand written prices, some slightly more, for each booking class you upgraded from.
I accepted and paid cash. But later in the lounge the same guy came and found me, saying they had done a mistake (oversold upgrades) gave me a new boarding pass in Y and my cash back.
He did manage to give me a whole row in Y to myself. And next morning I got an upgrade at the gate flying IST-CPH, I would assume this guy might have had something to do with that.
