Umm, no, that's not the whole story.
The whole reason TSA permits CLEAR to operate is that its clients have been thoroughly vetted similar to Pre-Check so TSA does not need to waste extra time with laptop and shoe removal, etc. And the Iris/Fingerprint screen is far more reliable than the TSA document check.
Now from the customer side, the experience is as you describe - you skip past the precheck line (if any) and go straight to the WMD screening. But this is also true now for ballparks and any other places where Clear is available.

(I believe this was different in the past, but currently it's just a paid line skip.)

That is correct. When flying airlines that participate in PreCheck, I always get PreCheck because it is always printed on my BP. So I always skip the Pre line. For non-Pre airlines I still bypass the even longer non-Pre line right to the front of WMD, saving even more time. YMMV.

Essentially yes: you're paying to skip the line. They do do some form of identity verification though, mostly using data sourced using your SSN. (They also claim to be restricted to US citizens, but it's not entirely clear how they verify that seeing as a DL/State ID is sufficient to apply, and the SSN doesn't imply citizenship.)
I'm not a CLEAR member, since it really feels like they are massively over-charging for a pretty minor line-skipping privilege. But to each their own.

Hmm, my bad, I worded that wrongly. But what about non-LPR non-citizens? We can also get DL's/ID's without even being considered resident in the USA in any way. How would clear be able to deduce that I'm not a citizen or LPR, if I only show my DL/State-ID (the short validity period might be a giveaway, but would most clear employees know that)? Or does my SSN allow them to discover that I'm not a citizen or LPR (I don't believe the SSA requires you to inform them of your status if it changes, but I could be wrong)?

However if you have Clear and you have Pre-Check set up with all your participating airlines, then you will almost always get a pre-check boarding pass. Over the past few years, the only time this hasn't happened for me is (1) name mismatch between your FF account and ticket, or (2) airline does not participate in pre-check.
Also you don't have to wait until the airport, pre-check is printed on your mobile boarding pass (e.g. iphone) or on the BPs you print at home.

No, Pre-Check is determined by your boarding pass, not CLEAR. Just to make it confusing

Can they take you to the front of the elite line for TSA security, for example SkyPriority is you're a DL elite (GM+) or flying DL on a premium cabin ticket, if you don't get PreCheck?

I've had CLEAR for a few months now, and up until today (just got back from my GE interview & got approved) didn't have pre-check--w/CLEAR, at BWI at least, you go to their kiosk, scan your fingerprints, and their person escorts you directly to the person who checks IDs in the front of the non-pre-check line, or the front of the pre-check line--I would say if your home airport (like mine) has it, it could be worth it, especially since I believe a annual membership is $99 with a Delta SM account (any level-not just elite)
