Anything requiring a vote we try to bring to a vote/decision before the end of the election time, so as not to overlap two TBs - ie, people going off/people coming on. It's easier to have votes finalized before the new terms or have votes start after the new terms.
Elections are only for 2 weeks, so things aren't unduly delayed if they're not voted on prior to the election timeframe, assuming (I say this generically & not re: the topic of this thread) there are topics to be voted upon during the November timeframe each year.
As bhatnasx has noted, he's brought up the topic in the private TB forum.

TB is not dysfunctional during election times, & discussions are on-going throughout re: topics brought up either in the public or private TB.

Thanks a lot for the clarification. It makes perfect sense to not have overlapping voting. I guess we agree however there is no reason to have a down time weeks before that.

I'm very willing to support new forums that are core to the mission of FlyerTalk (miles and points). This certainly seems to fall within that category.
I'll admit that I know very little about EY, but if the statistic that 64% of the threads in the Other European Frequent Flyer Programs forum are referencing EY, that's certainly a significant sign.
I'll say that thoroughly answering the questions in this post may help to get more TalkBoard members to support this idea.
Which leads me to my next point:
Going by the usual TB Catch 22, no airline can have a forum established for it unless those wanting it can prove that there are a large number of threads about the airline which do not about have a proper home.
Of course, if a thread is out of place in a particular forum, it will be/should be locked or removed.

I think it's wrong for a decision to be made whilst more than half of TB is on the way out. A delay of two weeks for the new TB to be seated will not materially impact this decision and it can be a nice way to welcome the new TB members to their awesome forum creating powers. 
If a motion gets made, which I very much hope it will not, I will have to apply the normal criteria for forum creation.

I fail to see any rationale as well.
That said, if delaying the vote improves the chance of a proposal I support getting passed, then I'm all for delaying votes while members are "on their way out"

People travel from around the world to San Francisco to be publicly-flogged on a Sunday each September. A little FT flogging is nothing to worry about. And congrats for getting a vote so quickly. Perhaps the seas are finally shifting around here. And not because of global warming.
