I just tried a booking Nov 11-12 and it worked, so it must be limited to certain dates and/or a certain number of rooms.

As per the T&C:
Rates and bonus Starpoints are valid for stays from August 1, 2006 - December 30, 2006 on the following eligible rate plans: COTRPL1 - COTRPL4.
So if you haven't booked yet, use the link above if you have and you did not use one these rate plans you will have to rebook to get the triple points
