I'm torn on the issue of opt-outs. On one hand, I get it from the hotel's perspective. But I would think it would be embarrassing for SPG to have 2 huge cities (Boston, San Francisco) with no, zero, zilch, nada downtown properties participating.
SPG should really try harder to make sure that at least one hotel in each major city is participating.

I'll use the promo but an extra incentive of triple points after 5 stays would draw me away from other programs this late in the year since my SPG Plat is requalified for already. I'm spending in other programs after August to build them up and 2x is ok but not a big motivator...but useful

As William would say, I found this in the T&Cs. Does this help?
Eligible Stays: An Eligible Stay is defined as one or more consecutive nights paying an Eligible Rate in the same hotel regardless of the number of check-ins or checkouts that occur and post to the member's Starwood Preferred Guest® account. Award stays and Cash & Point stays are not eligible earning stays for this promotion. Eligible Stays with at least one night in the earning period will receive double Starpoints but only nights occurring from September 1 through December 15 will qualify towards the 10,000-Starpoint bonus threshold. An Eligible Night is a night paying an Eligible Rate during the promotion period. Eligible Nights do not have to be consecutive and can be accumulated across multiple stays to be eligible for the 10,000-Starpoint bonus threshold. An Eligible Rate is any rate that is eligible to earn Starpoints in the Starwood Preferred Guest program. A description of Eligible Stays and Eligible Rates can be found at spg.com under Terms & Conditions of the SPG program. See Section 1.4 b iii for the complete definition of Eligible Rates, but note that certain prepaid rooms, where the booking is made through a third party (including but not limited to travelocity.com, expedia.com and orbitz.com), are not Eligible Rates and do not earn Starpoints or qualify for promotional earnings.

Why would giving a bonus 500 points for using an app be of any value? Apps dont give the best rates available and the hassle of booking then modifying reservations to those available online are too tedious. Better giving 500 points for eating at the restaurant or some other activity that actually has some value to the hotel.

Like the promo - can't complain about double points ... unfortunately another 4 night per week SF traveler here so no love for my current situation
One of those downtown hotels needs to reconsider and opt-in. I'd switch all my fall bookings in a second to the hotel offering 2 x points.

Entire cities like Manhattan proper? All of NYC, out? Sure, maybe you want to whine but let's get the facts straight.
The following Manhattan properties ARE participating:
W New York - Times Square
The Chatwal, NYC
The Westin New York at Times Square
Sheraton New York Times Square
The Westin New York Grand Central

I think it's funny that we complain about promotions to get extra points.
We already get benefits for staying. The promos, throughout the year, work out to about a week of free stays for me. This is about $1500, so, on top of the suites, free internet, breakfast, lounge access, bottles of wine, fruit, cheese, chocolates, sparkling water, occasional laundry, they are giving me rebate of $1500.
It's fairly difficult to make a complaint about this seem reasonable, especially with so many hotels at high occupancies. Perhaps some only remember the tough times when the hotels were desperate for business. If we expect that all the time, we wouldn't see any new hotels, and probably a lot less of the old ones, too.
