Stayed in October one week with wife and father-in-law.

Rome Cavalieri - 4 nights
Imperial room/floor/club. Best club lounge I ever experienced, 4-5 waitresses always reading every wish from your lips, continuous snacks, fine cakes and sparkling wines. Fantastic Rome view. Great resort with mediterranean gardens and some pools, tennis, biggest spa in Rome. Shuttle service 20 mins to Piazza Barberini (stops also at Harrys Bar Via Veneto). Grand Hotel with impressive art collection, visited by many high class locals and good business people from Rome, American beauties, 3* Michelin restaurant. Excellent "American style" (= international level) service.
Boscolo Exedra - 1 night
Italian style luxury hotel with life - the new Dolce Vita place! In-crowd frequented. Interesting people, seen and be seen, rich and beautiful Italians who are high class or believing to be high class sitting in the lobby and outside on the terrace. Always life! Super breakfast. Piazza Republicca, some steps to Via Veneto. Had Panoramic room (front view). Great bathroom. Service "Roman" style, but excellent. Our hotel!
Hotel Indigo - 2 nights
Boutique style hotel. New. Small rooms. Near Piazza Navona and Vatican. Location ok and if you are member of IHG rewards club (benefits, point rates). I would not stay here again but the location was perfect for our purposes to visit Vatican and Piazza Navone/Panteon area.
St. Regis
- no stay
Some steps from Exedra. Ugly entrance direct at the main street. We entered the hotel (after check-in to Exedra) as we planned afternoon tea and were disappointed. Boring and unexciting lobby, no life. This should be a St. Regis? Then I dont need to stay at a St. Regis. We went to Westin Excelsior 5 mins away to have Champagne and cakes. But do not stay there, it is dated and its best times are gone as all what is at Via Veneto.
I am a nonconformist. Luxury for me is how I feel - today a Hilton, tomorrow the Adlon, no contradiction.
If you want a more conventional luxury hotel in Rome (in the sense of the very sophisticated "luxury standards" in this Luxury Hotel forum):
Hotel de Russie would be my wifes recommendation as the probably best luxury hotel
Hotel Hassler would be my recommendation
both excellent and central location (Piazza del Popolo and Spanish Steps).

The Ferragamo hotel (Portrait Roma) is located directly beside his store at Via Condotti in the midst of the shopping area and very close to Spanish steps.
The JK Place is closer to Vatican and also very central. Nice cafe-restaurant.
Both hotels suggested by OP are boutique size and style, interiour concept by renowned designer Michele Bonan (the brother-in-law of Mr. Htter from Heidelberg, who owns the Heidelberg Suites boutique hotel, http://www.michelebonan.it/; http://www.huetterboenan.com/).
The Hassler by the way I forgot to mention is at the top of the stairs of Spanish steps (next door to former Intercontinental de la Ville which will be the second Rocco Forte hotel in Rome soon). As I stayed at the IC in the past we had to climb up and down the stairs, except we went by foot or car the longer way up/down on Via Sistina/Via Gregoriana.
Cavalieri and Exedra are large hotels, "Grand" style and size, with more food options also.
For Rome Cavalieri I recommend "Rome view" rooms or better "Rome view Imperial" which is on floors 7 and 8 so you have the full city view above the trees (and Club access to the renovated Imperial lounge, my last day there in Oct. was the final day before renovation started). Very impressive the view to the city and the gardens in front. After 2 or 3 times there (like me) if you like the hotel itself you could book other views/suites e.g. Alcove suite. Please note that in the back of the hotel there is a transmission tower. Cheaper rooms will have view to it.

Thanks for the replies. Will think about Hassler again. Palazzo Manfredi looks okay - I don't know much about the immediate area though if there is much else to warrant being a bit further away.
I've been to Rome in August before (after Palio in Siena) and whilst it was very hot, the city was pretty quiet.

We went for a weekend a couple of weeks ago, and, primarily due to a lack of excitement about anything, ended up staying at the Grand Melia on an FHR Stay 3, Pay 2 deal.
We were, not only pleasantly surprised, but extremely happy with the hotel.
Service was very warm, from welcome glasses of wine to snacks and a bottle of franciacorta awaiting us in the suite. Every night turndown would do cute little touches with rose petals, making for a very lovely and romantic weekend.
The room had nice views over the Vatican, with St Peters dome, and was well laid out, with plenty of space and room. One of my favorite little touches was, as other hotels have started to do, a complimentary smart phone to use while in Rome. We didn't need this, but it's a lovely touch.
It felt like an urban oasis in the midst of a city. I'd absolutely return.

The Eden (part of Dorchester collection) will reopen April 1st after a complete refurbishment, the rendering look rather good. I'll stay there in the first week and will report.

Can give my opinion 3 hotels I have stayed at in Rome.
Waldorf Astoria- Big hotel, but very pretty inside. Go for an Imperial room w/ rome view if you can. Imperial lounge is great, but was being remodeled when I was last there for thanksgiving. My moms fav in Rome, its like a museum. Not in the action, but hotel provides a shuttle
Fendi- Spanish steps, small, all suite property. Much more modern feel. Breakfast included. My personal favorite. Ask for a tour of the Fendi "factory". Private shopping at the main store can also be set up.
Hotel de Russie- Beautiful courtyard, but I found the rooms a bit boring decor wise.
