BTW, when cancellation charges are billed, are the amounts noted on the cancellation confirmation that is emailed to you?. Also, how long after cancellation are the charges billed/posted to your credit card?.

On those facts, I would initiate a chargeback due to services not received. "Hotel was closed due to Covid-19 but charged me cancel fee anyway."

we have a reservation for next week at an autograph collection hotel. we are past our cancellation date. are we excluded from this policy?

A bunch of exclusions that are totally absent from the Hilton policy, including this gem:

Note the exclusions. This is NOT the same as the Hilton and IHG policy. Marriott is basically giving properties a huge backdoor to deny free cancelations.

as typically prepaid rates do, then is the Marriott statement going to take precedence, or is it going to, as it would appear, mean nothing at all?

Perhaps I am looking much too soon, but from a limited amount of searching, I can't find any prepaid rates that have cancellation allowed to 24 hours before arrival.

This is why it took Marriott so long. Their lawyers were working overtime to draft a policy that sounds competitive, but still allows properties 100% latitude to screw guests.

That is my interpretation too. I am willing to be pleasantly surprised, but I can't imagine that many or any hotels will be amending their prepaid rate terms without a dictate from Marriott, and the phrasing from corporate doesn't make me think they're planning any such thing.

I would ask for a free cancel on the basis it's covered by the policy.

I've been in two Marriott hotels (Westin and Aloft) here in Boston. Given that the Marriot Long Wharf (whatever it's called) is closed due to an outbreak, I'm stunned to see NO hand sanitisers in any of the bathrooms not at the front desk

I may be over-reacting, but...

Is design different than autograph? we are not necessarily going to cancel but would like to keep our options open.
