If you dont have your physical card, you can deposit cash using your ONE app-generated barcode at any Money Center or Customer Service Desk at Walmart.
Amount limits:
1. $1 minimum load
2. $990 maximum load per transaction
3. $3,000 maximum per rolling 24 hours
To create barcode for deposit:
On home page of One app, click Add Money

I would presume he is using other people's ID and SSN to get a second and third card.
Since One is a bank demand deposit account, it has Federal rules requiring identification including a SS# or TaxID# for identity verification, as mandated by federal law (USA Patriot Act) for financial accounts.
While I imagine our lawyers can supply more detailed information, a quick review found the following:
18 U.S. Code 1028 - Fraud and related activity in connection with identification documents, authentication features, and information

Does anyone know, when buying VGC or MCGC at Walmart, if there is some sort of hard coded limit you can buy every so often with a CC?
for example,
- Yeaterday, I bought two MCGC at SCO using Visa #1. This was at 9:30AM.
- At 9:45AM, I tried to buy another two MCGC at a different SCO using Visa #1 and was declined. I used Visa #2 instead.
- Today, at 8:45AM, I tried to buy another two MCGC at SCO using Visa #1 and was denied. I tried Visa #2 and was also denied. Visa #3 worked.
keep in mind Im not getting fraud alerts on my cards. i even called into Visa #1 customer service and they only see the completed charge, and do not see either denial. This tells me Walmart might just be blocking subsequent purchases for VGC or MCGC made in quick succession? Does anyone know?

They probably track CC's that are used for certain purchases, such as MOs or GCs and limit their use for a period of time after being used for a prior like purchase..
Apparently, from your DPs, it takes more than 24 hours to clear the block. It would be helpful to all if you could confirm when you could again use one of the blocked CCs to purchase another GC.
Finally, perhaps the block can be defeated by buying the GC at the CSC. I wonder if they would make you show ID?

At my local Walmarts, flat out no MCGC/VGC buys at SCO. It's been like that for at least two years.
And then last year, no MCGC/VGC buys at cashier.
Every thing now has to be done at CSC.
They don't do anything special at CSC, but that's the rule nonetheless.

If you have time to observe a busy CSC at WM, you will note that most customers do not use multiple swipes to buy a MO. Many WM cashiers staffing the CSC know when an MSer is attempting to load a card or buy a MO just by the fact that someone is funding the load/purchase with multiple swipes.
This can extend into grocery chains that allow MO purchases as well. There are DPs out there for people being asked to show the debit card they are using to the cashier.
But, if you're careful and find the right service people, you can do up to 4 swipes at WM for loads and MO purchases, presuming the cards are accepted by the register.

I only have one of three One Card accounts left. The first one to get closed was only a month or two old. I went hard and fast with $975 loads at multiple WMs and had a DD going to the account and liquidated via Bill Pay. The second one to get shut down was mostly $500 dollar loads at WM no more than once per day and five per week. I think that one lasted 6-8 months maybe and took a CFPB complaint to get my funds back over a couple months. The only one I have sees about $5-8K in loads per month and is liquidated via debit card transactions (CitiBank CC Payments, Insurance payments, taxes, and a few MOs and ATM withdrawals. Not the best card for large MSing, but it is still a decent MS card to keep one in the game.
i opened my account only 2 weeks ago and have ran $8k through so far, all $500 or $499.99 swipes. Have drained the account all through external ACH pulls. Ill probably take a break until February.

It would be my opinion, based on experience with them, that your account will likely be closed on or before February. Hopefully not, but it would follow pattern than myself and others have experienced.

When I originally signed up for One, I bought the card at Walmart and paid a $1 fee. I then needed to link this card to a OnePay Cash account in order to get banking features (aka a routing/account number). This is important if you are trying to move the funds out, either by pulling from an external bank or paying off your CC from this account.
Assuming that a OnePay shutdown means they close your OnePay Cash account (and thus, you can't push/pull anything), what does OnePay do in the event that I buy another OnePay card (the one with the $1 fee)? Will I just be unable to use this card because they refuse to let me reopen a Cash account? That seems like a logistical nightmare for them unless they can very easily refund the original method of purchase.
Or does that card basically turn into a prepaid debit where my only path to liquidation is spending down the balance? If this were the case, there may be some small use cases (such as loading it up with a bunch of VGCs and then making a large tax payment) but overall it's not an ideal option. Still, the process for buying a OnePay card at SCO is as simple as "scan your card, choose your balance, swipe your debit to fund it". There is no verification until you are trying to link to a OnePay Cash.
