800-950-5114. Non-US agents are, as of at least August 15, 2015, able to do debit card payments. If they resist, ask for a US agent.
Please do not report that debit payments do not work over the phone, they do! Hang up and call again (HUCA) until you get someone capable.
The same thing can be done in a Citi branch, but you do not swipe the debit card or enter any PIN, so it seems likely that the same cards do/don't work in branch as over the phone.
The name on the debit card must match the name on the account. You can be an authorized card holder (they'll ask the name of the primary). You can also pay off Citi Business credit cards (only attempted as primary cardholder). Limit of one payment per debit card per account per day.

Thanks for the confirmation guys. I just called back and it worked now.
Kinda sucks that I have to play HUCA now.
Before today, it has always worked as long as I got a US based representative so I thought that HUCA was reserved for people who did not know to ask for the US based reps.
But I guess I was just extremely lucky and never ran into the strict CSR before.
Anyways, thanks for the data point guys.

just bought a univision card and made a payment. The rep said that I would see the payment online as soon as I made it but I don't see it yet. How long til it shows up?

I'm trying to pay off my AA balance with my TD card and keep getting an error message payment not authorized. Citi rep says money added to TD card is probably not cleared yet, but I checked my credit card and transaction has already posted. I've got $1K on my TD card and payment is for a little more than half that

Datapoint: Just paid $500 to my AA Executive using a US Bank MC GC from Kroger. Had zero issues with agent. When I asked to use my debit card was told no problem, and given a confirmation #. I checked my online account and saw the payment was pending immediately after the phone call.
