I used this to make a payment to my Chase card with Paypal Business Debit Card. Charge was $2 for $400 payment.
I noticed on Paypal that is shows as an ATM withdrawal, so I assume the max you can do with Paypal Debit card is $400 per payment since that is the daily ATM limit on the Paypal Debit card.

Anyone know what the max cash payment is? I've got $4K freshly cashed out from my Buxx cards and I'll be near a 7-11 with a bill pay ATM tonight.

I'm not a power user of 7-11 bill pay, but I think something has changed. In late May I paid WF, USB, and Chase, and each cost $2/bill. I was able to pay with OV's and Univision.
I did a couple of bill pays again over the last two days and found that both WF and USB are now charging $5/bill. I found this at 3 different locations. I didn't test Chase. Also as noted elsewhere, AMEX has disappeared. In addition, I can't get Univision cards to work anymore (tried 2 bought at different times). OV still works fine.
