They could have opened an FCL, but it would have been without F&B.
German lockdowns dictated that indoor restaurant dining was banned and the airline lounges were deemed to be a "restaurant".
Our infection rates are only just in the last few days getting down towards the "level 2" range where indoor dining with a negative test would be allowed again.
7 day incidence per 100k for Frankfurt county is 66.9 but it needs to be <= 50 for 5 days straight for "level 2" (Stufe 2).

Don't be misled with the current crowding due to Germans taking school breaks. This is all regional leisure travel which is of very little profit to LH. The load factor remains at an abysmal 54% and only 30% of the 2019 capacity is in the air. LH & co just cancelled a further subsatntial part of their summer schedule because of terrible booking numbers.
LH earns its money from operating longhaul to Asia, US and India. All three are severely curtailed and there is no end in sight. The real money is in business/work travel market which is also in the dumps.
Opening F lounges is not going to generate any demand whatsoever.

Just left a rant about the food in the KL Crown lounge (AFKL forum). But LH deserves its own little rant! Did you guys try the cabbage sandwich?
An absolutely ridiculous item. If you feel it's wise to serve cabbage to people about to board a plane, at least do something tasty. Serving a red cole slaw without any kind of dressing on top of cream cheese on super soft toast is not it.

What lounge would be available for a transit from UA 46 from IAH Houston to LH 570 to WDH Windhoek? What terminals are involved? I have never been to FRA and have 10 hours to kill there on June 12.

Your United flight would arrive at Terminal 1Z and your Windhoek flight would most likely depart from Terminal 1B ( although might depart from 1Z as well ).
The Lounge at 1Z closes at 15:00 ( 3pm ) so that wouldn't work for you.
To go to the B lounge, follow signs for gates B20-63, take the Skyline ( AirTrain to B ), reclear security over there and follow the signs for the Lufthansa Senator Lounge.

Assuming that you don't hold EU citizenship/residency, your only option would be to spend the time in the Lufthansa Senator Lounge in Terminal 1B.
Your United flight would arrive at Terminal 1Z and your Windhoek flight would most likely depart from Terminal 1B ( although might depart from 1Z as well ).
The Lounge at 1Z closes at 15:00 ( 3pm ) so that wouldn't work for you.

I see on the LH web site about lounge amenities there are sleeping areas. Will these be available to grab a nap? Are the showers open?
With no catering in any of the LH lounges per the web site, are any restaurants open in FRA? Any place in the airport to get a hot meal? Sometime during the 10 hours I am going to need to be fed.

Although not convenient for you, the Z50 Senator Lounge opens at 07:30 and the B43 Senator Lounge opens at 07:00

with no status on a business ticket looks like the A13 lounge it is hope that in 10 days (when I come through) they expand their opening hours
