Airlines don't go on about no-show rates but we know they are quite a bit higher than the few seats still up for sale here.
In your example, the airline is willing to sell another 8 seats at a maximum. Probably less than that as they are planning on doing op-ups if they can sell another expensive PE or C ticket.

This is oversold, just not oversold to the maximum extent the airline is willing to accept.
Airlines don't go on about no-show rates but we know they are quite a bit higher than the few seats still up for sale here.
