There isn't enough information to make a conclusive statement that Premium Economy is "Oversold". It appears that LH is willing to sell 3 more Premium Economy Seats on this flight. That could mean they have up to 3 PE seats or they have sold all the PE seats and have 3 seats in Business Class that they can upgrade passengers booked in PE should they in fact be oversold by up to 3 seats.
Please let us know during or after your flight if in fact PE or Business Class was oversold.
