Hmm? Yes, they use traditional Hepburn, but that's their call. There's no official mandate to use the newer version; if anything, if they were following govn't recommendations, it should be the "Asahi Sinbun"... and we'd be drinking otya and practicing zyuzyutu on Mt. Huzi.

(In Spanish, Tokio is the only correct spelling.)
The case I find particularly amusing is "ye" for "e": 江戸 was often romanized "Yeddo", and Hard Rock Cafe notably uses the old-style transliteration "Uyeno-eki".
