planning to go to the states from japan ,at start of january-cannot quite follow the ever changing rules'
1.are permanent residents of japan allow to come back without any issues?
2,is it correct that depending on the state you go in the usa will have to stay at a designated quarantine facility for 3 days and then 14days at home??

I can recommend following this thread for the ever changing requirements to enter Japan. Coronavirus impact in Japan [consolidated]

If the permanent residents have a valid re-entry permit then they can come back to Japan, pending the quarantine and other restrictions. If the permanent resident's re-entry permit have lapsed due to more than one year have passed, then they would need to apply for a new visa, and even if they currently have received a replacement visa for that situation. The replacement visa have been suspended, so once the omicon noise has settled down, it would probably become valid again. But who knows.

If you have been to a number of US states the last 14 days before going to Japan, it is 3 days hotel quarantine and then another 11 days at home. If anyone on your flight tests positive for omicron, it is 14 days in hotel quarantine.

thanks-so if anyone on the flight has delta it is ok?just omicron? i see new york is on the list- i am going to detroit with my flight back via EWR-will this be ok as per current rules as its only transit and in new jersey?

Transit does not (currently) count. So you can fly via JFK and still not be hit with the hotel quarantine.

Yes, it is only if someone test postive for omicron that all passengers regardless of test result goes to hotel quarantine.

Transited through HND with no issues yesterday. Flight from BKK, they escorted transit passengers as a group from plane to security checkpoint. Only had one scanner open, so took 20 minutes or so to get through. After security you’re dumped into terminal and free to move around. JL Lounge had just opened, we were 3rd and 4th person to enter, was kind of eerie with all the staff standing around waiting for something to do until more people came in. You scan QR codes to order food or reserve a shower.

Duty free didn’t open until 9AM, but grabbed some whiskey once it did.

There is no clear definition of how long you have to stay. Basically anything beyond airside transit would probably count.

Actually on this point i also asked both the consulate and the Covid hotline if they could point me to a definition and they couldn't. The general advice was as you mention above and "be prepared to explain yourself upon arrival", but as i noted before, when I went through the process they didn't ask me anything on this and just took my word for it that I was coming from an unrestricted zone.

Anyone done Air Canada to NRT during COVID? May go YUL-YYZ-YVR-NRT-YVR-LAX on same ticket, same day transfer. I would suppose the only barrier would be a COVID test to get back into the States, which I could get day of departure in YUL as it is 1-day.

That has to be one of the more circuitous YUL LAX routings out there.

I guess the main question is if Air Canada would accept a return to point of origin as a bonifde transit in Tokyo. And would Japan. If you actually do go through with this routing please do update the forum on the fun questions you'd undoubtedly get along the way from gate agents, check in staff etc.

Good point. Likely will be doing alternate routings but we will see! Will be sure to update here on whatever I do if I go through TYO

If you transit via YVR twice, likely your ticket (and AC) sees this as an open jaw YUL-NRT, NRT-LAX ticket instead (with a very short turnaround time at nrt)

I suspect this isn't permitted because you're flying YVR-NRT-YVR. You probably need to drop the second YVR so that you don't fly Canada-Japan-Canada.

Nonrev (Standby) on UAL from US Mainland to Guam via NRT - Confirmed Onward Required?

Someone suggested me to re-post my thread on UA thread on here hoping someone can share their experience. Thanks in advance for the feedback!

So I am thinking about flying to Guam from US Mainland. When I tried to list on the United Passrider website, it gave me the option to fly via NRT. I called the Helpdesk and they said it shouldn't be a problem having a space available reservation (standby) as opposed to a confirmed ticket.

I was wondering if anyone has done that or can provide any advice. My biggest concern is that, I won't have a confirmed ticket (though space is widely available). On Timatic, it says confirmed onward ticket is required to transit in Tokyo (TWOV), and for the obvious reason that we cannot enter Japan at the moment due to covid restriction.

Looking at the standby list on the UAL RES website, it looks like people do fly this route between US Mainland and Guam via NRT. It seems like a common practice and not at all an issue. But I just can't find any confirmation.

Also just a side note, in terms of testing, I think it should be ok bc cdc website stated that no testing required when transiting in different country:

If you booked an itinerary from a U.S. state or territory to another U.S. state or territory and the itinerary has you taking a connecting flight through a foreign country, CDC does not require that you be tested. An example of this situation is an itinerary booked between the Northern Mariana Islands (a U.S. territory) and the U.S. mainland via Japan.

It will be United that have to decide on how to enforce the TIMATIC rules of a required onward ticket. As you in practical terms will not meet Japan immigration on a routing like that. The risk is of course there are no seats for the NRT GUM sector (very low risk considering the loads these days) they probably have to return you to the US. Or if there is a departure the next day, lock you in a room overnight in the terminal.
