Probably not. There are better options for now.
I have stayed a couple of times at the Hotel EAST in Tai Gu. The hotel has similar rates in a very good location for my liking (the attached mall is quite good, and I kind of like to walk along the sea to Shau Kei Wan in the evening for dinner), a stunning view from the rooms and the roof-top bar. Rooms are on the small side.
In Kowloon, The Langham is a newly renovated property with top-notch service of a different league and good member recognition. It's on Beijing Road in the middle of the Kowloon hustle and bustle (that I can very much live without).
It's really a shame, but I don't see much reason to return to TKO with slipping standards and good alternatives.

Probably not. There are better options for now.

I also had the same problem as Chinatrvl with the second service back in July, and after I raised the issue with the GM, I had a personal turndown service every night on my next stay, one housekeeping staff plus one supervisor!

As stated, I was invited to give feedback - but wasn't called back when I tried. I addressed my concerns at check-out and the lady was seriously interested in feedback (contrary to the guys at front desk).
However, also the market in Hong Kong has changed over the years and you can easily find similar rates at better/better located (non-IHG) hotels. Therefore, the CP has now a whole lot more competition and, in my opinion, needs to keep its standard (used to be comparable to ICs!) up more than ever.

Yes, so far.
- Which room did you book and which upgrade did you receive?
Booked 2 Queens (regular room), was upgraded to 2 Queens Executive Level, and ended up with a King Executive Level when the FDW asked if I minded moving to a King.
- How are the rooms?
My room was probably recently refreshed. King bed, nice desk, mini-fridge, very large flat screen TV, sofa, coffee table, standard layout for a bathroom. Many bathroom amenities not normally seen in a regular room.
- How is the exec. lounge?
There does not appear to be an executive lounge.
- What was good and what was bad?
My rate came with breakfast coupons offering three different meals. One could order anything off the breakfast menu for three dollars if you had a breakfast coupon. There is limited complimentary self-parking so I ended up with complimentary valet parking. The bed was very comfortable. The climate control worked well. The only knock I have is that they do not have an Executive Lounge. Of course I don't know what percentage of CP's do have an Executive Lounge.
- Value for $? Would you return?
Terrific value given that my rate was less than the BAR and included breakfast. Even more value added with the upgrade to the Executive floor and complimentary valet parking.
- What is your Priority Club status?

Booked a standard single room cheapest advance rate. No upgrade, nothing other than the welcome points offered.
How are the rooms?
- Small, really. The bed was 120 or 140 queen though, but SMALL.
- Seemed clean, OK. Very basic.
- At least I got a room facing inner circle yard, so noise from heathrow was not problem, but some noise through door from the corridor yes.
How is the exec. lounge?
- None
What was good and what was bad?
Good:
- Friendly staff
- Decent location with FREE London buses from airport (423 from T5 or 1XX series from T3)
- Cheaper end at Heathrow, but Ok for money
Bad:
- Nothing other than no upgrade but I did not care really

Just asked if the breakfast is included as I wasn't sure if I had one. A lady at the reception checked with a manager, and voilŕ! I then double checked the booking confirmation and the breakfast wasn't included indeed.

Yes. Treated very well. I had previously stayed here in the past multiple times with the last one being about 6 years ago. Nothing much has changed in a good way.
Which room did you book and which upgrade did you receive?
Booked two different reservations -- 2 nights paid Club Floor Double and 2 nights Award Stay for Standard Room. Contacted them before stay and they stated due to be sold out I would have to move but changed rooms to non-smoking. At check-in, was provided Club room for all nights on 21st floor. No real upgrade on the club room we booked.
How are the rooms?
The bedroom barely fit the double bed that we received. Room furnishings and style were all decent but not really special. Bathroom was decent size with a large enclosed shower and separate tub area. Vanity around sink was a bit small but usable.
How is the exec. lounge?
Club lounge is on second floor with no view. Helpful and friendly staff with a average breakfast (eggs, rotating waffles/French toast bites, bacon/sausage, pastries), afternoon tea (small desserts 3 - 5pm) and decent hors d'oeuvre in the evening (6 - 8 pm) with free drinks. 2 types of beer -- Asahi Super Dry & Heineken, all the standard liquors although not top shelf -- didn't have any bourbon or Japanese Whiskey - just Chivas which I really don't care for. Funny story, I thought one bottle was a Japanese whiskey and thought it was a bit sweet in my ginger ale, turned out it was plum wine.
What was good and what was bad?
Good: Got upgraded to the Club lounge floor for the whole stay. Close enough to Osaka Station (10 -15 minutes walking once I remembered the way that is mostly underground or bus on the 1/2 hour) with easy access to Kyoto/Nara/Kobe).
Bad: Staff in lounge and front desk didn't have knowledge of the "Ta-Q-Bin" Luggage forwarding service. They both had to call the Bell Desk to get info. The front desk guy was at first adamant that they didn't do it until I mentioned the concierge said they did. The bell desk handled the transaction fast and easy -- great deal - $17:50 US to send our 26" bag of dirty clothes to the Airport while we tour around a few more days.
Never could get the bus to meet our schedule (more our fault).

My negotiated rate turned out to be more then half of what they were charging a month out (glad I booked early since this rate was sold out at least 2 months before -- Y19000/nt for club room (incls extra person fee of Y2K) and 25K pts/night for 2 nights). I really like this hotel, it is a little out of the way to best areas of city but still close enough that didn't really affect us.

Which room did you book and which upgrade did you receive?
Booked cheapest advance rate with breakfast, and received an executive room on high floor.
How are the rooms?
Around 28 sqm.
Desk, bedroom, bathroom, closets (no balcony)
Quite elegant beige/wood contemporary design, wood floor
Comfortable bed.
Marble bathroom with bathtub. Towels could be renewed (pretty thin and old)
Good selection of international channels
Complimentary mineral water, sparkling water.
Surprisingly nice lithograpies on the wall.
Very quiet. Perfectly clean and pretty well maintained
How is the exec. lounge?

What was good and what was bad?
Good:.
- Pleasant but tiny outdoor pool on the rood
- Rent a bike station close to the hotel
- Location (opposite Palau de les Arts Reina Sofia area, minutes from city centre and harbour/beach)
Bad:
- Check-in was very chaotic: staff has all changed and is definitely not as smiling and professional as before (no IHG Rewards Elite lane, very slow member of staff, not exaclty smiling attitude).
- Breakfast room was overcrowded (but staff made his possible to clean table as quick as possible). Food at breakfast is pretty basic/poor quality.
Value for $ or Priority Club Points? Would you return?
Yes, very good value.
Even if the hotel has not the charm of the superb Palacio Marques de Caro hotel
