It seems the US is not alone:

AI 120 from FRA to DEL has been operating for a while, but now its supposedly a repatriation flight

They did start of as repatriation flights initially. However soon after they started there was tremendous demand from folks in India to take them back to the US. So AI probably shrugged their shoulders and said "hop on"...

And purely coincidental: AI announces a flurry of 'repatriation flights'.

UA is also getting a piece of the pie. They're flying a few days this month with flight tickets costing 40% less than AI. And that has forced AI to cut prices!

EWR - DEL only. They had announced only EWR & SFO - DEL routes a month or so back. But haven't "started" SFO - DEL as yet.

AI is flying upto 15-20 flights a day to UAE/SA through this month. It would be hard to do without reciprocity. The suitcases are a welcome bonus, the lockdown would have affected them for the last 4 months.

Nope, everything stays under the 'bubble' setup:

At least OCIs will be allowed into India again:
This would mean people with valid tourist visas will not be allowed to enter India, as India allows Indian nationals, overseas citizen of India card holder and a certain category of business and diplomatic visas.
