No, nobody wore masks before covid, maybe in a day you might encounter 1 or 2 people if they were sick. A few people might have wrapped a cloth or handkerchief around their face to avoid pollution but that looks very different from medical masks.

There was a law banning masks due to the 2019 protests.

During SARS 1 I wore a mask once for 5 minutes and then never again. I know some residential blocks were severely affected but I don't recall it being an issue in my area of HK, we still went out to eat and restaurants were very happy to see us.
