Just got back from a trip to South America and adding some information on skybars there. I got shot down in all the cities except Rio:
1. Rio: Aprazivel was nice and the food was pretty good. There are lots of places where there is no view of the city at all. Ask to be seated on the veranda for best bets. View is partially occluded by trees. Expensive.
2. Foz do Iguazu: The skybar opens at 7:30pm and is not open for lunch. When we were there it was closed due to a roof leak.
3. Montevideo: The Radisson Blu sky bar may be changing owners and is not currently open, according to our concierge after they called the hotel.
4. Buenos Aires: The skybar at the Pulitzer Hotel is best I could find, but it is only open for the summer. It was not open when we tried to go.

For completeness, when I was recently in Asheville, North Carolina, I attempted to visit a rooftop restaurant/bar but could not find any still open. Most of the taller hotels have been converted to senior citizen housing developments.
Really a shame, as the views would have been excellent.

Had dinner with msadey and junior (9 months old) this March. Food was fantastic (though I was a little disappointed with my steak - still very good but was expecting even better).
Staff were brilliant.
Views spectacular. If you do eat there, I recommend wandering around to the bar, perhaps for an aperitif....

Thanks for a very useful list! Here's my contribution:
- Moscow: Sky Lounge, Academy of Sciences building, 22nd floor - interesting architecture/decor and good food
- Kiev: Belvedere Restaurant, Crystall Hall building - 1st floor really, but being on the hill you get great river views
- Kiev: Bar on 8, Hyatt Regency Kiev, 8th floor
- Montreal: 737, Royal Bank Tower, 47th floor
- I would've also listed the rooftop pool & bar at Hotel de la Montagne in Montreal, but sadly it closed recently.

19 Kitchen & Bar at Harvey's in South Lake Tahoe (Stateline, NV) is located on the 19th floor of their hotel and provides absolutely spectacular panoramic views of the surrounding mountains and lake. I've only been here for happy hour drinks, but I have heard good things about the food. If anything, it's probably the best place in Tahoe to watch the sunset.
