I'm very much a fan of the Signature Room at the John Hancock Center in Chicago for drinks and the Top of the Hub at the Prudential Center in Boston for drinks/appetizers. I don't know if I'd ever go to one of these restaurants for a full dinner as they always seem rather pricy and the quality of food not worth the $$ tag but for drinks they're always fun.

They also have a full lunch menu available (sandwiches, salads, etc.) all very reasonable. Reading a few reviews online, they range from "ok" to "good"... so at that price point, I think it's acceptable for the view.
I suspect there aren't many people who want to trek up there during a weekday lunch. It's not really a business district and there's some time involved with getting up the elevator.
Another option would be to have appetizers in the bar area. They're all overpriced but decent. You could call an audible when you step off the elevator.

I was at a Chicago Lunch/DO two weeks ago and I was told by some foodies there I trust that the buffet is quite good and worth the money ^

Pretty surprising that no one has mentioned Tokyo yet. Pretty much every skyscraper in Tokyo has restaurants on the top floor or floors. There are probably 15 skyscrapers with restaurants on top just in West Shinjuku. One of them (I forget which) even has a transvestite show bar up top.

If you cross the street at the intersection right in front of the Shinjuku Washington hotel and walk straight past the Tokyo Metropolitan Government building (which has snack bars on the top floors of the two towers), you will see a number of other high rises to your right. Most of those have restaurant floors at the top as well, you can tell which ones because they have signs outside showing the restaurants.
Easy!
There are high rises that are not quite as high throughout Tokyo with restaurants on top. Virtually all department stores, for example, have restaurant floors at the top, including all the department stores in and around Shinjuku station.

Dubai also has The Observatory, on the 52nd floor of the Marriott Harbour, and Bar 44 (quite possibly the best bar in town) and Embassy on the top floors of Grosvenor House towers 1 & 2 respectively.
Haven't been yet but I understand that the new Jumeirah Etihad Towers Hotel in Abu Dhabi has a restaurant and bar on the 62nd/63rd floors - these should have a great view of the Emirates Palace and the Corniche.
