I've been spending a lot of time in Pittsburgh lately and was hoping for a skyscraper restaurant. Apparently the one in the US Steel Tower (tallest building) has been closed since 2004. Can't find anything else...

19 Kitchen & Bar at Harvey's in South Lake Tahoe (Stateline, NV) is located on the 19th floor of their hotel and provides absolutely spectacular panoramic views of the surrounding mountains and lake. I've only been here for happy hour drinks, but I have heard good things about the food. If anything, it's probably the best place in Tahoe to watch the sunset.

Another skybar in Los Angeles. I had discounted them because they are members only, but if you call and ask for the membership coordinator you may be able to get a one night pass for the bar. I just did by telling them I am in town for a convention (which I am).

WP24 seems like it would be a good place to go if you are in the area anyways, but I'm not sure if I would seek it out. The view is not that impressive. The Standard was fun, but expensive. No cover charge (at least when I was there), but $8 beers! You'd think this was Scandinavia!

Added a bunch more skybars to the list. Up to 145!
I also went and checked out RView in Seattle. The views are nice and it's probably the best bag for your buck in Seattle for a skybar in the afternoon. Even though it is only on the 29th floor, it still feels in the city and is high enough to look down over the city. On a clear day both Mt. Baker and the Olympics are visible from the bar. Prices for happy hour (4pm to 6pm) were good, but I don't think I would pay full price for it. It is open 4pm to 11pm.

Another recommendation for Toronto - Panorama Lounge atop the Manulife Centre in Toronto. 51st Floor, with a patio open in the spring, summer and autumn and some absolutely stunning views of downtown Toronto.
I have never been for food, but have had drinks and it is lovely (but pricey).
