American Taproom (261 Waterloo St, #01-23 Waterloo Centre, Singapore 180261) is quite nearby, has excellent beer selection (mostly not American beers), and is definitely open.

I had some spare time while on my flight to Asia (after eating my caviar in JAL F) so I created a wiki summarizing the info in the thread. What I put in there is just based on what people have posted (I am not organizing this event).
