American Taproom (261 Waterloo St, #01-23 Waterloo Centre, Singapore 180261) is quite nearby, has excellent beer selection (mostly not American beers), and is definitely open.

I had some spare time while on my flight to Asia (after eating my caviar in JAL F) so I created a wiki summarizing the info in the thread. What I put in there is just based on what people have posted (I am not organizing this event). If you want to update your status as an attendee, or propose an event, feel free to update the wiki as appropriate. I think it would be helpful to post where you are staying.
