To answer my own question:

It took 10 days for the points to be credited as miles at DL. I initiated the transfer on 07/13/13 and they showed up yesterday 07/23/13. A blogger intitiated their transfer on 07/11/13 and also received their points on 07/23/13, so it might be a "day of the week thing" when points get transferred by Choice.

My HHonors (daily rewards) points took almost a month. Could not believe it. Wrote and they said they could not access AMEX accounts. Totally did not understand my question of why so long! But it was a good price, can't deny that.

I think you're right. To go further, I don't think it's a specific day of the week, I think they just do them in random batches.

I requested a transfer of 1800 points to WN on 07/22/13. They still haven't posted. My guess is since I requested it a day before yours and a blogger's posted, my request didn't get processed in time for the 07/23/13 batch (I would guess that Choice probably processed them a day or two before and it took DL a little time to post the miles on their end, but that's just a guess).

Anyway, hopefully the points will post soon. Last time I transferred it took ~1 week, this time it's already been 3 weeks and counting!

what were the rates in 2017 for the purchase of points via this annual promotion?

Did choice participate?

Yes Choice participated in 2017. My notes show 20K points were $90 and there were 208 packages available, 32K = $132. with 310 available, 36K = $155. with 308 available and 40K = $160. with 204 available. Hopefully my notes are correct. And hopefully they will have as many packages available (for the same or less $).

It appears that they are going for quantity over quality this year. According to the preview page, they will be offering many thousands of packages this year, but have hiked the rates up by about $1 per 1,000 points.

The price last year was 4$ per 1000 pts
Now is close to 5$ per 1000 pts

And they are running all the time sales where you can buy points for 7.7$ per 1000 pts.

And keep in mind that they can decide at any given moment to increase the cost for a reward night,
so keeping a big amounts of choice points it is not advisable.

but Choice haven't increase award for many years right? I think they don't have a award chart so they may just change category quietly nobody will notice

I bought few in the last few years, most of them not used only use 1-2 in Italy, but with this year near 10X more package I'm still debating should buy or not, this year I think will be pretty easy to buy with the last few years just sold in seconds.
