This is especially true in Germany, where the manufacturer includes higher-quality toys than those available elsewhere (more details below).
But apparently the variety of toy varies by country. And some of the 'classics' sell for thousands; I think that the Schlumpf/Smurf paper insert was one of those high value items (not the toy, just the insert!)

I wonder what would happen if you brought along an opened egg. That is, you open the wrapper, and split the egg in two parts. Presumably, then, you satisfy the 1938 law. The toy itself is no different from many other toys found in the US, or ... is it?

Please, think twice before surrendering these items to U.S. Authorities. Many of them don't have the sense to differentiate between toys and chocolate, which is why every year dozens of CBP agents die on the job, with Kinder egg toys stuck in their throats. The families that provide that replacement agents are recruited from often cannot inbreed fast enough to provide them, so please do your part to help avert these needless deaths.
