UK is over dependant on London (compared to other countries and their largest cities) partly because London is a world financial, political and cultural centre.
Yes we can debate if this is still the case due to Brexit, move of economic mass to the east etc but there are few if any other cities in the world which has/had these attributes thus leading to London's outsized effect on the rest of the UK.
