Yes we can debate if this is still the case due to Brexit, move of economic mass to the east etc but there are few if any other cities in the world which has/had these attributes thus leading to London's outsized effect on the rest of the UK.
Agree 100%. Levelling up has actually achieved very little and London as a centre of gravity for the UK is still extremely strong. You can witness this at 600 am to 8 am every day of the work week by standing at any train station within a 50 mile radius of London.
