There's a perception, rightly or wrongly, that some crews put on the seat belt signs because it reduces their workload and makes it easier for them to have an uninterrupted chat in the galley.
I don't see it a *lot* but I've certainly been on a couple of flights that had the signs on 80% of the time with no signs of turbulence. I personally tend to stay buckled up for the entire flight most flights (though I typically loosen it once the plane is cruising). However, I can certainly see why people get jaded about it if crew use them so much that pax don't directly associate the signs with actual danger anymore.
Now if a captain announces an area of turbulence approaching and people still don't buckle up, well then that's pretty unfortunate. I imagine sleep/headphones/language might often be an issue there.

I have on occasion asked the cabin crew to check with the captain to ask how much longer s/he expects the sign to stay on. The seat belt sign is usually switched off just after the call to the cockpit is made.
The cockpit crew are usually occupied with many tasks up front, and sometimes forget to turn off the sign after it has been tuned on mid-flight due to turbulence.

Is there a curse attached to Halifax flights? What have the people have Halifax done to incur the wrath of the Anemoi.
What happens now? Plane is out of service and it undergoes what kind of physical inspection? Can it be done in Toronto, or does it get a ferry flight elsewhere?
