Same experience. Received the email, used the link, logged into my account via website (Chrome, IE, Edge all the same) and get the same message that due to "technical issues" I can't register / benefit from the bonus.
If my account doesn't qualify for some reason, don't send me the offer via email. If I do qualify, please make sure I can register. Typical Accor, incompetence to the n-th degree. Not sure why I even bother trying to give them any business. YMMV.

Log out and back in and then try to go back to the offer's page. Or try to paste the link manually into a browser. If all else fails - try another browser (recently Edge has worked better for me than Chrome).
I managed to get it to work for me in the end, but there certainly is an issue with some login methods and some types of cookies, which is not limited to this promo (I get error messages and sudden lack of connection to my account in other situations as well, e.g. completing bookings unrelated to any promo when at the last step my member details disappear and I am asked to enroll).

Umm ... it looks like it has been sorted now ....
I tried to register, and as if by magic I can !
( still not sure about booking anything this week, but who knows , maybe feeling more confident at the end of the month for December )
