Steak in Reno?

No recent experience, but a dozen years ago there was a real sleeper steak house which was one of the best in the US. This was Western Village Inn at Sparks (also has a casino, which probably accounts for the rather good steak house operation). Better than the Peppermill (which owns it); otherwise I think the Peppermill has the best beef in Reno. Harrah's has great lamb (locally grown in the Sierras) but their steaks are just average (good but not special, and twice the Western Village price). Harrah's used to be the only place that could make a souffle, though (they had pressurized ovens, to compensate for the altitude).

I haven't found a real to-die-for steak in Reno yet, but here is some advice.
I haven't been to the Peppermill Steak House number_6 mentions, but the other Peppermill restaurants I've been to have had very high-quality food.
The steak house at Circus Circus has always been reliable (but not as good as the one at Circus Circus Las Vegas, which serves dry-aged beef). Since you're interested in deals, this might be a good choice--even without betting a penny, a 'One Club' membership (sign up in the basement) will get you a hefty discount (I believe 20%, and I believe that includes beverages) on your meal. At some other places (e.g., Peppermill) require a minimum level of play to get a discount.
Although not strictly a steak place, Bricks has very good food, and almost always seems to have a steak on the menu.
Louis' Basque Corner has decent steak, which comes as part of a flat-rate package (you'll get soup, salad, beans, fries, a glass of wine, and a choice of ice cream or cheese)--you typically have your choice of steak, lamb, beef tongue, and one or two other meats for the main. Family-style dining, so when it's busy (pretty much whenever they're open), you'll end up sitting next to some other people at the big tables.

There's an Outback on Virginia, near Atlantis. (west side of street, set back in lot.......so it's not readily visible from the street.)

No help here; driven by it but never been in. Once we tried Circus Circus (which is 5 minutes from our house), we've almost exclusively gone there to satisfy steak cravings. Louis' Basque Corner is often a stop when friends are in town, so it might be a good place to try for the food/experience/value combination.

A long time ago when I lived in Tahoe, I liked going to Cattleman's on US 395 towards Carson City (about10-15 miles south of Reno).
I went to the Phoenix one last year and it didn't compare. I hope it was due to Phoenix being an expansion while the Nevada operation has been there longer.

Agreed....though I was at Cattleman's Carson City more than a decade ago, and in the PHX one a year ago. Big disappointment with the PHX one; huge portions but mediocre food. Isn't the original Cattleman's in Calgary (and raises their own beef on a ranch they own?). I had forgotten all about them, but they were the best around Tahoe. The other great Tahoe tradition are breakfasts at Granlibakken.
I think Cattlemans is a California chain. Be aware that the name may not be trademarkable (too generic) and/or there are too many similar names. I got sucked into a traversty of a steak house in Orlando once.

Just returned home from Harrah's Steak House. Very, very good. I had the dry-aged NY (all other cuts are cryovaced), Mrs. clarence5ybr had the duck. Both were excellent, salads were great, desert was great, and the service was great. It was also the most expensive dinner for two I've had in RNO.

Cattlemens in Washoe Valley is no longer. Steak House at Western Village has declined. Ruby River......no way! Outback....the OP asked a serious question. Peppermill Steak House accepts Entertainment card. I'm a regular patron of Bricks and would never order a steak. You go to a Basque place for the ambiance and fun experience, not to eat a USDA inspected strip steak. Circus Circus....I wouldn't walk in the place, but have heard their steak house is a fair value. I'm guessing the Peppermill with Entertainment card is the best choice for OP.
Clarence gave the correct answer twice. Reno is not known as a place for great steaks. It's easy to forget that Harrahs is still there and it is normally a fine experience.
