I have two options for a return from LHR. Arriving on a Saturday at about 3PM
LHR-IAD-TPA with a 2 hour 15 minute layover at IAD.
LHR-EWR-TPA with a 3 hour 30 minute layover at EWR.
We will have checked luggage and GE.
Have no experience at IAD with clearing customs, rechecking luggage etc. Will this connection be tight?
Would prefer the IAD connection as it arrives almost 3 hours earlier in TPA.
Thanks.

Many thanks .IAD it is.
What's the process/route for luggage, customs, rechecking luggage and re-clearing security at IAD? I was reading on train, shuttles, mobile lounges and am thoroughly confused.
Looks like we should arrive from LHR at C gates.

If you enter the midfield entry point. It’s rather a seamless process. You deplane in the sterile area, enter customs and immigration, once cleared there you enter the area of baggage carousel’s where you await your luggage. You then exit customs from the baggage area and there is a rechecking area immediately past the podium where the customs officials take your white cards. Then to enter the domestic terminal you go through TSA security and up an escalator and you’re at the lower end gates of the C-terminal. It’s all a straight line..

You won’t need to worry about the train. The IAD-TPA nonstop is operated by mainline, which departs from the C/D gates. You will arrive, clear customs/immigration, and depart all from the same building. Doesn’t get any easier than that.

I would not recommend this at all on separate tix. I'm assuming you'll be arriving on BA 293? If you look at FlightAware, the average arrival delay is 20-40 mins. Looking more closely at the last couple weeks, the delays were anywhere between ~20 mins to as much as 1.5 hours.
Keep in mind that you will be boarding the mobile lounge (moon buggy) - which takes forever - then sent to the IAB facility in the main terminal for customs/immigration. After collecting your bags and re-checking with UA, you still need to go through TSA, then take the train to the C gates. If you're lucky, your flight to MCO will depart from C, but you may just as well be in for a rather long walk to the D gates.
The only way I see this working out for you is if your flight arrives on time or early, you have GE (do you?), and you don't have to wait long for your bags.
Is it possible for you to take an earlier flight out of LHR? If not, I would consider getting a hotel after arriving at IAD and booking the ~8:15 am flight to MCO for the following morning.

Global entry, sitting up front, fast walker? No problem, and could probably afford a slight flight delay. No global entry? Clearing could take a lot longer and then cutting it very close, and no TSA Pre to get back through security. Waiting for all of economy to empty out and then get in line ahead of you to clear customs is probably a non-starter.
After clearing you come out on the west end of the terminal; checking the bag with United is unfortunately all the way on the east end and of course up a level. That's where walking speed comes in, since you're navigating that with bags.

As IADdelayed mentioned, Global Entry is key here. As is where you are sitting on the plane and how fast you walk.
