International Connections at IAD will use the mid-field terminal. Passengers will clear Immigration and Customs before retrieving/rechecking bags.

Transit intentional to international is not done in the USA.
You have to do immigration entry and customs on all international arrivals, except where the departure airport is a Preclearance airport ( some Canadian, Ireland, Caribbean, ... no Mexico airports), there you do the activities at the departure airport and arrive as a "domestic" flight.
In a very few cases the bags will be directly transfer and will be transferred without you handling the bags -- IAD on UA is not one of those rare cases. Note IAH on UA is and a few others on other carriers, other airports.

I know that I will always clear migration and customs from MEX to whatever US airport. I normally don't check bags and recall hearing many instances on UA flights from MEX to IAH, ORD, etc that passengers with international connections don't have to claim bags and recheck; the bags are directly transferred.

This is a special program by US customs, I2I (International to International). It exists a few other airports for specific carriers at those airports. It one time it was hope it would expand as these were prompted as trails but 10+ years later and no expansion.

I will be flying on 2 separate tickets. RDU-IAD on United (first flight of the day for United at RDU) and then will fly Qatar (business) out of IAD. I have about 4 hours in between, so I think I should be good on time, but I'm curious of the process. I assume I will have to check-in in person as my final destination, Kuwait, requires an e-visa. My main question is if I can do this somewhere airside or if I'll have to leave security and go to the main check-in area? I'll likely be arriving in Concourse D and Qatar does not have their own lounge at IAD. If I have to leave airside, does each concourse have separate check-in areas, or does IAD have 1 centralized check-in? TIA

That said, I suspect you'll be able to check in at the Qatar gate -- but you might want to ask on their forum for experiences.

If you feel like going outside - IAD is not terribly large. The farthest distance is from the "greyhound" style UA midfield terminal (gates C/D) to the terminal train, by underground walkway. From there to both the Qatar gates (in B) and the main terminal/check in you take the train, which stops at the main terminal first. It takes less than 10 min. to walk out from the main terminal station landside, and go up one level to the check in area. If you have TSA Pre, once checked in, you should be through security and back at the lounge in 15 min tops. (If not, add 10 min - at least based on recent flights security was pdq).

Qatar is using the TK lounge at IAD. No specific experience with Qatar, but in general, if you have a mobile boarding pass (perhaps with "document check required"), verifying documents at the gate has never been a problem (gate staff is the same people that worked the check in earlier).
If you feel like going outside - IAD is not terribly large. The farthest distance is from the "greyhound" style UA midfield terminal (gates C/D) to the terminal train, by underground walkway. From there to both the Qatar gates (in B) and the main terminal/check in you take the train, which stops at the main terminal first. It takes less than 10 min. to walk out from the main terminal station landside, and go up one level to the check in area. If you have TSA Pre, once checked in, you should be through security and back at the lounge in 15 min tops. (If not, add 10 min - at least based on recent flights security was pdq).

The train stops at C-A-main terminal-and B (no stops at D gates). But you can get from D directly to the main terminal using the mobile lounge.

Personally, I find the moon buggy a bit more fun as well. Pretty quick D to A as well. I use it to go to the Air France lounge for a snack

I generally walk through the underground tunnel. No waiting around and good exercise.
If you are a fast walker, you can go from C/D to land side in under 5 minutes without breaking sweat.

They're both slow, but I can't say I have timed them. Contrary to the post upthread, I think IAD is one of the largest airports I have been to in terms of time from gate to curb if you land C/D center... and I am including FRA in that count . My metric is that it took 20-25 minutes to go from the curb, through security, and to a C/D gate for a UA flight.

Agree that the main-A/B tunnel is faster than the train, especially if a fast walker.
They're both slow, but I can't say I have timed them. My metric is that it took 20-25 minutes to go from the curb, through security, and to a C/D gate for a UA flight.

I am booked on Korean Air from ICN to IAD in about a month.
Unfortunately my destination changed from IAD to YYZ (Toronto, Canada), so I'm planning on purchasing a separate ticket from IAD to YYZ on UA as a same-day connecting flight, as this is the cheapest option for me at this point.
KE seems to land in the A gate area at IAD, and it looks like UA usually flies out from the A1A to A6F gate area for the connecting flight I have in mind.
How much connection time would be enough in this case?
I will be flying in business class ICN-IAD on KE, but in economy class IAD-YYZ on UA, without any checked bags.
I do not have GE nor airline status that would help with the immigration/security screening process.
Right now I see two options for my connecting flight (both on UA for IAD-YYZ), where the first option gives me a connection time of 1.5 hours and the second 6 hours.
I think a 6-hour connection will be too long and tiring, so I am leaning towards the 1.5 hour connection.
Do you think this is too dangerous?
