The positioning of the airplane as "new" is pure marketing... these are existing CRJ-700s which are being derated with gross weight reduced in a STC package owned and sold by Bombardier. Bombardier is winding down the CRJ program and won't be building any new frames.
I believe they'll receive new interiors, however, so from the customer's perspective they'll look and feel new.

I thought the CRJ550 was going to be a reconfiguration of existing CRJ700s, which would subsequently be replaced in the UAX fleet by new E175s.

Nice: I’ve been waiting for 1007 to make its appearance. Why are the ship numbers not delivered in sequence? My guess is that the numbers are assigned well before production is completed and thinks can just get out of whack.

1007 was delivered late because it is actually the 3rd 787-10 prototype and rework probably took longer than expected. Its line number of 548 is actually substantially lower than 731+ of the other frames.

While it will have its own certification, the CRJ-550 is almost certainly a reconfiguration of existing CRJ-700s.
The Bombardier CRJ order book only shows 51 planes left, all CRJ-900s. https://www.bombardier.com/content/d...-Status-en.pdf If they haven't booked a 50-plane order as of the end of March, there is no way they could realistically build brand new jets and start delivering them "as early as the second half of 2019" as the press releases state.

I had assumed they'd be newly built frames, so that the little metal plate with the serial number and type would say CRJ550, instead of CRJ700, even if practically it was the same thing. But I suppose if the agreement defines aircraft only by number of seats installed and range, they can do it as an STC, and calling it something else to pax is really just optics.

It's the first time that UA TechOps has their hands on the airplane, so systems are tested and reviewed. UA-specific materials and placards are put in; IFE software/content is uploaded; safety equipment is installed; and other quality-control tests are carried out, especially with passenger-facing systems, etc.. Lots of other punch-list items are carried out before putting the airplane into service.
