Carry-on Baggage must not exceed the Maximum Outside Linear Dimensions of 9 inches (22 cm) x 14 inches (35 cm) x 22 inches (56 cm), which includes its wheels and handles.

Personal items must not exceed 9 inches (22 cm) x 10 inches (25 cm) x 17 inches (43 cm), which includes any wheels and handles.

A personal item that exceeds these maximum linear dimensions but is not greater than 9 inches (22 cm) x 14 inches (35 cm) x 22 inches (56 cm) will be considered as Carry-on Baggage. Carry-on Baggage or personal items suspected of being oversized may require being placed into a sizing unit to determine acceptability. Carry-on Baggage that exceeds the Maximum Linear Dimensions allowed or that exceeds the Carry-on Free Baggage Allowance will be considered as Checked Baggage and is subject to Checked Baggage service charges.
Under the 2013 contract of carriage, which is still valid for various tickets outstanding, the cabin baggage rule states a maximum of 45 linear inches combined for the LHW dimensions with no given side exceeding 22 inches. For such tickets, the cabin bag sizers are not lawfully applicable if the LHW combined linear inches don't exceed 45 linear inches and no side of the bag exceeds 22 inches. In other words for tickets issued last year, some bags allowed under the contract of carriage don't fit in the sizer without sticking out on at least one side.

was this for the carry-on only (for the overhead bin) -- or also for the personal item?

Starting with post #160 in this thread is discussion of the B&R Baseline 20" Widebody vs. UA sizers.

TL;DR - The width makes this bag stick out the top of the sizer, but it is still technically within the total linear dimensions since it's a shorter bag.

Since I was just asking the question and haven't actually flown UA with this bag recently, I'm hesitant to add to the wiki, but wanted to at least leave the reference here for anyone interested.

So what was the actual depth of the bag, as packed? As far as I know, the published criteria isn't "a bag you bought a year ago", or "any bag that's not overstuffed", it's a specific set of measurements (with a 1" guardband applied to the sizer). My 22x14x9 bag was packed full, not expanded, and it fit very comfortably in the sizer I tried last week.

Incidentally, I looked and found references to bag sizes going back to 2001-2005 (luggage store airline tables), and in every one I found both United and Continental were listed as 22x14x9, so the published size isn't new (I do understand the CoC may have only called out the total linear dimension until recently)

Ive only heard the personal item being enforced for item count, not size - even when these items will clearly not fit in the personal item sizer.

Agree. But if you are shopping for a "personal item" carry-on bag that protects a laptop.. that meets even the actual sizer dimensions of 9"x11"x18"... good luck.

I've spent hours of time in the last two weeks (online and at brick/mortar stores)... for a personal item that protects laptops and meets these dimensions... they do not exist. And a backpack personal item (which is what I need) is even more troublesome.

Some come close...but no cigar. The common sin, is the 11" side (which is normally the "side" that doesn't succumb to "over-stuffing", but could cause a GA to tell you "sorry, that doesn't fit in the sizer"). I have found no personal item bag that is made for laptops that is 11" or less... whether it's a shoulder bag or backpack.

If anyone has, get back to me.

Don't bother. It well never be enforced, and if it is, I suggest you switch carriers.

good point. And while I am not an "anal" person... I try to follow rules. I don't want surprises. My time is too valuable. I do my best to comply.

These personal item carry-on dimension rules were clearly made by idiots. Probably by some bean counter at a desk in Chicago... who never flies the airline in which he/she works for...

I have yet to be asked to size either my rollerboard (which I think will not fit as being to fat) or personal item. But I have been seeing a few people get "sized" since this new policy kick. They were gross violators though.

For many/most 11" and 12" brief cases the stiffness of each end prevents the bag from compressing down to 10 inches. If you take a ruler plus your laptop when shopping for a brief case, you will find that some bags are much more flexible and can compress down to fit the sizer. For example, my Retina 15" Laptop fits into a Tumi Yuma Brief. Despite stated dimensions of 12" X 16" X 7", if i press gently on the top of the bag including the computer, it easily compresses to fit within the sizer. Although I prefer similar size bags from Briggs and Riley, the stiffness of the Brigg and Riley end elements makes it impossible to compress and as a result does not fit in the sizer.

I really doubt that UA will stop anyone from carrying on a personal size bag that extends above the sizer by and inch or two as long as the bag is not very thick. The moment they become completely unreasonable about sizers of personal briefcases I would elect to stop flying this airline. Most of us have other choices.

Assuming that UA wants to cater to business travellers, you'd think that that bean counter might consider just *what* a biz traveller would carry, esp the 15-inch laptop dilema that appears to be a recent topic in this thread. QED: there *should* be a personal item criterion with enuf flexibility to accomodate such a laptop. BTW, I carry a 13-inch Mac Air in a padded Briggs & Reilly bag that's technically a tad too tall, but it does squish to meet the sizer.

New United Carry-On Sizer and Enforcement of Policy (eff. 1 March 2014)

Yet another reason not to fly via EWR! Thankfully most of my connections run via IAH,FRA or ORD. And very happy that I bought PS to JFK, which was cheaper as well.

My backpack's published dimensions, which holds my good size laptop computer, should not fit the sizer. It does however, go in the sizer. It also fits under the seat, which is where I want it to go and is the sizer that matters. If it didn't, I would not use it for travel, and I think most road warriors want to have the computer, headphones, and reading material at their feet, not in the overhead. To date, six or so flights in March so far including two trips to California, I haven't seen any gate agent actually try to enforce the sizer on anyone. I did see a fellow block the parade today for a full 737 because it took him a solid 3 minutes to jam his overstuffed bag into the bin, but he won, bin lost and we left on time anyway, no harm no foul.

Reasonable stuff is going to get on the plane, obviously oversize stuff isn't. The whole exercise is an effort to get a few more bags in the hold which is good for United and the on time departure stats at the margins but isn't going to have any impact at all on anyone on this site, IMHO.
