I wonder if the issue is terminal specific. I arrived in J yesterday morning and there was no one directing traffic. I just walked over to the GE machine and passed through to baggage claim a few moments later.

At the arrival hall at IAH, the GE kiosks are around the corner, sort of hidden from the general arrivals/mass of humanity. There are signs but I've never seen anyone directing traffic toward GE.

If you arrived D/E Concourse than that is where I encountered the Line Ordering Person, if you arrived J Concourse (which is immigration for everyone else but AA and maybe BA) than there is generally not any sort of Line Ordering Person prior to the Physical Immigration Area itself, but the person does not obstruct in any fashion the Global Entry Kiosk line. |
If I ran into someone telling me I needed my GE card to use the GE machines that wasn't wearing a CBP uniform I'd just say "Excuse me" and keep walking towards the kiosks. If they don't like it let them go get a CBP officer who can easily confirm your GE status. These "line monitors" have no business changing the rules for GE. I'd be filing a complaint with both the CBP and the airport about this.

I was told by the CBP officer they don't issue cards to non-US residents. So far as I know all GE holders go thru the same procedure as US residents. If it's a requirement, even if it's a rare occurrence, then I don't understand why a card can't be issued. An address in the US isn't an issue.
Just another thing to stress you out when you land. |
I wonder if the 'line monitor' would accept the CBP sticker in lieu of the GE card.
Depending on when one got GE, the cards were not being issued but the CBP stickers were. |
I had to pay extra for my GE card later. At the time of my interview, I got the sticker, but I now have a new and sticker less passport.
Are they still giving out the stickers and if so, should I try to stop by a GE office and try to get my new passport stickered? |

Not fair, as we are able to be a member of Global Entry. I am one, and in NL we do offer a reciprocal program for US citizens. I can use Global Entry kiosks, I only do not have the global entry card, as one needs a US address to send it too.

If the answer to the question is no, then it sounds fair to me. The UK doesn't offer even its own citizens an expedited immigration program based on signing up for a special border crossing program. The Netherlands offers some such program, Privium. There are Privium cards that have been issued, although I don't know the current status of those cards. Both the UK and the Netherlands have offered me, a U.S. citizen , expedited immigration program access as a U.S. citizen. It comes for a fee. |
