The point is that people who care about other people don't need to be asked to be quiet, because they don't bother others in the first place. If they don't care, asking is pointless because they don't care.
I don't buy the lie that "I just didn't know I was bothering you." So yes, I'm absolutely sure they had a clue what they were doing was wrong. Heck, I'd be highly insulted if I had my stereo set to 11 and you came over and asked, "Did you know your stero can be heard outside your room?" Of course I would know -- I'm not a moron.

I like to do this if in a washroom with no one but the offender. A guy is talking on his cell phone in the washroom or in a stall. I finish up and then stand near the guy's stall and procede to make the loudest farting noises by blowing into my hands. As soon as the guy is onto me I make a dash for it and blend in with the crowd.

Sort of a traveller's revenge story.
I used to work with "Frank" (his real name is Frank). Frank was an A$$hole with a capital A. Frank did something to a friend of mine who was powerless to retaliate. When she told me the story, I offered to retaliate for her.
Frank scheduled a plant tour. The tour originated at BDL with stops at ORD, LAX and MEI. I packed 100 pounds of obsolete physical inventory tickets in a carton and told Frank I was trusting him to deliver them to Meridian in time for the inventory. After Frank left, I called Meridian and let them in on the joke. Frank Schlepped 100# of junk from airport to hotel, over and over. When he got to the last stop, he was asked to open the carton in front of the plant accounting staff, who yelled, "Surprise! Wrong tickets" when he opened the box.
Frank came back with vengeance in mind. When he arrived in the office on Monday, he found that Friday had been my last day and I now worked for another company.

I can't help but think in many cases of rude behaviors witnessed, it's a result of jumping to conclusions.
