Smoking Question
I flew on the last Domestic flight that was smoking back in FEB 1990 but was wondering if all non US carriers have gone non smoking as well. Is there such a thing as a schedueled
major carrier allowing PAX to smoke on overseas flights?

Quick answer..
The FAA prohibts smoking on any US commercial carrier entering or leaving the US.
Since this has nothing to with miles or points, i'm going to move it over to TravelBuzz.
Edited to add:
Smoking is banned by statute on almost all U.S. domestic flights, and is prohibited by international agreement on nonstop flights operated by Australian, Canadian, New Zealand and U.S. carriers between their territories. The vast majority of smoking bans on international flights serving the United States are the result of voluntary action by airlines, with encouragement by the U. S. Government.

I've always thought it daft to be allowed to smoke while sitting in a tube, 5miles up, at nearly the speed of sound, and sitting on god knows how many tonnes of JetA1.
OK so the chances of it going up are well minute, but you see my point, I think

I had the distinct displeasure of flying Air Yemenia AUH-ADE (don't ask), in coach, on an old B-727, during Ramadan. Muslims refrain from smoking during the day during the holiday, as well as eating and drinking. As soon as the sun went down, the whole airplane lit up. The smoke was incredible. One passenger attempted to put out his cigarette in the ashtray in his armrest. Problem was, the ashtray was gone and the hole was stuffed with trash, napkins, and food wrappers. Another passenger helpfully put out the smoldering armrest with his bottled water. This, along with the exposed wiring running above the overhead bins spliced with electrical tape (not even the same color insulation), convinced me to fly Royal Jordanian on the way home.

either in 96 or 97, i took an AF flight that allowed smoking in the way back of the plane near the economy bathrooms/galley - it was pretty much the FA's and about 5 pax for the majority of the flight - i understand the argument against smoking on flights, but i do recall it was good conversation - however, I don't recall if it was from the US to the Europe or Europe to India - one of the two - I haven't flown AF since then, so I don't know if they still allow it.

I used to have a friend who was a hard-core smokers'-rights advocate who refused to fly for eleven years due to no-smoking rules.
I remember in the mid 90s that AF introduced "smoking bars"--a room on each plane behind a heavy-plastic curtain where smokers might go & light up during cruising altitude.
I also remember Smokers' Air & Freedom Air--short-lived charter airlines, one of which required PXX to buy a lifetime membership for $20 so they could call it a private club not subject to FAA commercial aviation rules.
As a non-smoker who is bothered when smoke hits my face, I ask only 2B upwind of smokers (on the ground.) I like the solution of Austrian Airlines of giving free nicotine inhalers on request: "If you're addicted to nicotine, we'll let you use it in flight, but we won't let you start a small fire in our tube at 35Kft.

Information on what airlines still allow smoking can be found here:
http://hem.passagen.se/fungus/airlines.html
Last updated in July, but seems to be out of date already - I'e just read that JAT (listed as a smoking airline) has now banned smoking.
You can still smoke on Cubana, Air Algerie and a handful of others. That handful no longer includes Aeroflot.
