Thailand just can't catch a break, whether it be human trafficking/slavery, Human Rights, IP, LM, illegal fishing, red cards, red flags, and downgrades abound. Time to buy some more lucky amulets, make merit and give the monks sizeable donations to ward off evil spirits. Or just blame the UN/ICAO?

BANGKOK—The United Nations’ air safety agency publicly elevated its concern over Thailand’s aviation standards Thursday, in a rare censure of the country.

The International Civil Aviation Organization in March warned Thailand that it wasn’t providing sufficient safety oversight of its airlines to meet the watchdog’s standards. Under ICAO rules, a state then has 90 days to address the safety concern before the agency makes its warning public via a red flag on its safety audit website, as happened to Thailand on Thursday.

THE INTERNATIONAL Civil Aviation Organisation (ICAO) yesterday continued to red-flag Thailand over safety standards and gave the country another four months to tackle this issue.

Transport Minister ACM Prajin Juntong admitted the country had not passed the ICAO safety standards yet, but vowed to continue the hard work to get the red flag removed as soon as possible.

Thai Airways International, meanwhile, issued a statement reassuring its customers worldwide that the airline had consistently adhered to the highest international safety standards and was not affected by the red flag.


Prajin said yesterday the ICAO had told Thai officials in Canada that the Kingdom had until November this year to continue tackling the issue before the next evaluation.

"In my opinion, it looks like we failed this time," said Prajin, adding that aviation authorities in other countries might consider cancelling flights operating from Thailand due to the red flag.

but amazingly, they got (another) extension of 4 months, which may help them to tackle the problems....

Maybe the job announcement of many technical expert positions for Thai DCA I saw last month would satisfy ICAO enough to give the extension of 4 months.

Evidently Military Junta Supremo Prayut is livid that the "red-flag" status was made public. The loss of face for him and the Kingdom is difficult for him to handle.

What's vile and idiotic about how he's handling this? He did say “We have to admit our faults and work to correct them" which is pretty civil and appropriate to me.

Hierarchy here, societal not just military, is everything. And it is a rule-by-law (not rule-of-law) country. Questioning your betters/those above you is viewed as highly negative behavior, and is discouraged. As is any sort of "rocking the boat" (kreng jai). Hence you get what you get: 13 - 18 coups, 19 "constitutions", military rule, a continuing feudal society. Rarely does it work out except for those few at the top. And most government agencies (this includes the DCA and even TG) are probably not the most successful or innovative of organizations as a result.

Transport minister outlines overhaul of aviation agency

THE TRANSPORT Ministry has outlined a major restructuring of the Civil Aviation Department, and associated budgetary requirements, as it strives to resolve the aviation-safety crisis.

Transport Minister Prajin Juntong said yesterday that under the proposed restructuring, the department would be transformed into the National Office of Civil Aviation. Two other new bodies would be formed - an Airports of Thailand Department and an Office of Monitoring and Analysis of Aviation Problems, under the Office of the Prime Minister - to increase the level of screening in the sector's inspection system.

Around Bt2.1 billion will be allocated from the 2016 fiscal budget to cover the establishment of these new organisations, and another Bt400 million might be needed for additional staffing, he said.

Yes, this is a Thai tradition. More courts, administrative bodies, anti-corruption, etc., so that no one knows what they're supposed to do, and they can pass the Baht. The new (draft) "Constitution" creates many, many new courts, assemblies, bodies.

Double the number of deck chairs, re-arrange them, re-paint them...job done. (If in Phuket, confiscate said deck chairs.)

But for me, it's the right thing to do. Because it can solve 2 problems that lead to the red flagged which are (1) the conflict of interest between airport operator & licence issuer and (2) insufficient technical staff.
