I mean, come on. All hotel chains goof up sometimes, even the luxury ones. If one bad experience (which you apparently did not follow up on afterwards?) sours you on a chain, sooner or later there won't be any chains worthy of your business. Then where will you stay?

I had some issues with my room. When I checked out, the desk agent asked me how things were and I told her. She just had that blank look on her face like "I was just asking, I don't know what to do"
Then I remembered about the Sheraton Promise. When this was in effect, I had a bee in my room. I called the front desk and in the chaos, I was also promised the points
Anyway, I guess the program went away but I still occasionally get "Sheraton Promise" points posted for Green Choice. So, it almost seems the promise is still somewhat around in the system?

No, but the code for it is still alive in the system and sometimes a property uses it.
