The Private Room is only for those departing and connecting to SQ F class.
The First Class lounge is for those connecting from First Class on Singapore Airlines, those flying First Class on Star Alliance partners, PPS members, etc.
You are allowed one guest into the first class lounge as a First Class passenger, but not into the Private room itself.

FAQ:
Q1: Hi, is there an official site with access rules for the TPR?
A1: There’s no official site other than stating the Private Room is for SQ F.

Q2: I'm flying XXX - SIN in First class and then SIN - YYY in Business/Economy class. Will I have access to TPR based on my inbound First class ticket?
A2: The ability to use TPR on arrival, and when connecting between flights is unpublished, but was mentioned in a Q&A session with Singapore airlines in 2017.
Just show your inbound boarding pass and be departing same day, or overnight, and you’ll be welcomed in.
So do not throw out your inbound boarding pass!

Q3: Where is The Private Room located?
A3: Terminal Three, After Customs & Immigration, Level 3 Near to Gates A. It is accessed which through the main SilverKris Lounge.

Q4: When is it open?
A4: It is open whole day, except for a brief closure from 0230 - 0530 hours.

Q5: Is it open to other first class passengers?
A5: Passengers traveling in First Class on Star Alliance partner airlines, such as Lufthansa to Frankfurt, SWISS to Zurich (or the now discontinued United to Hong Kong/ ANA to Tokyo) are not permitted to use this lounge.

1) Yes. Many years ago it used to be only Suites, but that is changed now to any First class flight.
2) If you are terminating your journey in SIN, then no access to TPR (SQ does not provide arrivals lounge service). If you are in transit in SIN, with an onward journey in J or Y, then yes* (lowjhg's post).

* I'm not sure if this applies to different-day departure. i.e. arrive today, depart tomorrow, or after a stopover.

Yes if checked in for the onward flight in F (ie it is next day), otherwise not until day of departure (for stopovers).

An update and answer to this question:

I just arrived on SQ286 from AKL. At AKL I had them link my separate SIN-RGN-SIN reservation to the booking, but I couldn't get the boarding pass as I only wanted to check my backpack to SIN (where I cleared immigration and stored the bag landside.) At the SIN transit desk I picked up my onward SIN-RGN boarding pass, which came printed with a F lounge invitation, a pleasant surprise as they were completely separate bookings.

At the SKL entrance I presented both my incoming Suites boarding pass and onward Y boarding pass and was escorted to TPR. Since it was under 24 hours, it counts as a transit.

Sounds like the SQ at AKL useed the "find connection" function in Altea DCS and combined the two "Customer Records" into one. This is an Amadeus Altea DCS specific function.

I have an award F booked for my wife in upcoming SQ's SIN-NRT fight. I've never been in TPR and most likely won't be - on this flight I will be sitting in Y

So question - where it is located in T3 and how to navigate there?

Are you checking in at SIN, or transiting from somewhere else?

If checking in at SIN, get the taxi to drop you off at the FC check in concourse. There is a private immigration area there which leads to a 'tunnel' -- the SQ lounges are directly opposite the exit of that tunnel.

Check in. It is SIN-NRT flight.

Well, both I and my wife are in the same flight, she will be in F and I have *A gold.

If my understanding is correct, I can go with her F ticket to SilverKris but not at TPR. Question is - are these two facilities separate places?

Also is there separate F lounge in addition to SilverKris and TPR?

Yes you will have access to the First Lounge.

In Terminal 3, SIlver Kris Lounges comprises Business Lounge - straight ahead, First Lounge - entrance on the right and TPR - entrance through the First Lounge (you are escorted there).

Lounge within Lounge Nothing special LH First Terminal FRA and LH First Lounge @ MUC infinitley better And it closed so if ur in a long transet you will have to leave toe Private Room to enter the normal SQ F lounge

I am landing from a suite from on day 1 at 6am. I have a supposed stopover leaving the following day another suite flight but at 9am. I guess no TPR entry until day 2?

Upon arrival, without exiting immigration, go to the transfer counter to receive the next boarding pass. You can use that to enter TPR before heading out to town.

Not 100% sure but subject to timings, SQ may well be able to give you the connecting boarding pass when checking in for the first flight. Then you don't even have to go to the transfer desk - just show them the next boarding pass.

Indeed. This was confirmed when I did OLCI for RGN-SIN and the SIN-JFK reservation appeared as well.

Got to sample well over 2/3rds of the TPR menu in my 3 visits (and probably gained a couple of pounds doing so.) Of the dishes I tried, the baked lobster with 3 cheeses was the yummiest and the satay. The dim sum and the chirashi sushi were thoroughly underwhelming.

I have seen a few comments that you can checkin 48 hours before a flight.

Currently our flight arrives about 51 hours before we depart on the next flight. Both flights in first. If the first flight is a bit delayed, and there within the 48 hours, can we then "checkin" and/or use TPR. Then after a bit, head into town?
